Leucadia Streetscape Segment C Construction Starts in January 2024

Encinitas, CA - At the City Council meeting on September 13, 2023, the Encinitas City Council voted to award contracts for construction of Segment C of the Leucadia Streetscape project from Jupiter Street to La Costa Avenue. The City Council awarded the construction contract to Blue Pacific Engineering and Construction. Construction for the project will begin in January 2024 and is expected to be completed in Summer 2025. 


We appreciate the support and patience from the community during construction for the first two segments of the Leucadia Streetscape project. We recognize the project will provide tremendous value to the community once completed and appreciate the community’s continued understanding and cooperation. We are committed to proactive, two-way communication throughout the construction process to minimize disruptions and maximize awareness of the construction impacts.  

 

How these Improvements Benefit the Community 

The goal of the Leucadia Streetscape project is to preserve and revitalize the North Coast Highway 101 Corridor, and this upcoming segment includes many important safety, transportation, and sustainability enhancements, as well as improved drainage infrastructure. 


This current segment of construction will provide the following benefits:  

  • Two new traffic roundabouts at Grandview and Jupiter Streets 
  • Parking along North Coast Highway 101, including areas for business deliveries on the west side 
  • New medians, landscaping, trees, and street lighting 
  • Repaving and restriping of traffic lanes 
  • Dedicated bike lane from Jupiter Street to La Costa Avenue 
  • Pedestrian signal at Avocado Street 
  • New and expanded sidewalks  
  • Improved crosswalks with flashing lights 
  • Storm drain infrastructure to address historic flooding 

What to Expect

Now that the construction contract has been awarded, the project team will begin preparing the final construction schedule and conducting early outreach activities with community members and businesses. The team will also complete preliminary construction activities including surveying and verifying utility locations. Heavy construction activities will begin after the busy holiday season.


During construction, the community can expect:

  • Noise
  • Dust
  • Lighting
  • Periodic lane and road closures with detours
  • Large construction vehicles
  • Access to driveways and businesses to be maintained


Construction hours will be between 7 a.m. and 5 p.m. Minimal nightwork may be needed with advance notice given to the community.

Streetscape Segment C West – Jupiter Street to La Costa Avenue

  • Winter 2022 – Spring 2023: Project funding secured.
  • Summer 2023 – Winter 2023: Advertise and award construction contract.
  • January 2024: Streetscape construction begins.
  • Spring 2025: Streetscape Segment C construction is completed.


Streetscape Drainage Segment C – Jupiter St. To La Costa Avenue

  • Summer 2023 – Winter 2023: NEPA process and grant certified by HUD, advertise construction contract and award construction contract.
  • January 2024: Drainage infrastructure construction begins.
  • Summer 2024: Drainage construction anticipated to be completed.
