Office of the City Clerk Launches New Legislative Management System

LOS ANGELES — City Clerk Patrice Lattimore today announced the launch of the new Legislative Management System (LMS). Available at LMS.LACITY.GOV, this modern platform officially replaces the retiring Council File Management System (CFMS).

Designed to modernize the city’s legislative processes, the LMS serves as a centralized hub providing seamless access to essential Office of the City Clerk tools without redirecting users to external portals. By consolidating key public resources into a single user-friendly interface, the new system makes it easier than ever for residents to track municipal governance and engage directly with the City Council.

“I am excited to launch our new LMS for the City of Los Angeles. My primary goal as City Clerk is to ensure we operate with the highest standards of efficiency and responsiveness by leveraging modern technology and optimizing all available resources,” said City Clerk Patrice Lattimore. ‘It's important to me that we streamline service delivery, particularly in critical areas such as legislative management. This new LMS streamlines the legislative process into one system, making it easier for Angelenos to access information and connect them with their local government”

The new platform brings together critical tools to improve transparency and public accessibility:

  • Council File Database: Direct access to existing and historical legislative records.
  • Council & Committee Agendas: Integrated searchable databases for upcoming and past meetings.
  • Public Comment Portal: Simplified mechanism for submitting public comments on active agenda items.
  • Agenda Subscriptions: Customizable subscription tools for residents to receive real-time updates on council matters.

Members of the public, community advocates, and media partners are encouraged to update their bookmarks to LMS.lacity.gov. For additional information, contact the Office of the City Clerk between

8:00 a.m. and 4:30 p.m., Monday through Friday, at (213) 978-1133, or visit the City Clerk’s website at Clerk.lacity.gov.
