Outstanding Citizen's Bond Oversight Committee Award
California Association Bond Oversight Committee (CABOC)

For exceptional service as a member of the Mt. Diablo Unified School District Measure J Citizens’ Bond Oversight Committee, Gina Haynes was awarded the California Association of Bond Oversight Committees’ Outstanding Citizen's Bond Oversight Committee (CBOC) Member Award.

Gina Haynes has been committed to ensuring the independence of the committee as required by Proposition 39. She persistently asks probing questions and steadfastly refuses to concede. The most recent CBOC annual report co-authored by Ms. Haynes found that the district had failed to meet its obligations. School bond oversight and the accountability of school bond proceeds has been advanced by the persistence of Ms. Haynes.

Examples of her diligence to school bond oversight include notifying District personnel of Brown Act violations with late noticing of CBOC meetings, pressing District personnel to post timely approved meeting minutes, consistently pushing the District to create a valid project priority list with scope, timelines and cost estimates. She notified District personnel of inappropriate Bond expenditures, and recommended that all CBOC members receive the expenditure warrants list for bond expenditures at each quarterly meeting for review. 

The passage of the 2001 Proposition 39 school bond measure lowered the voting threshold from 2/3 to 55% and mandated that all Proposition 39 bond programs must have independent citizen oversight known as Citizens’ Bond Oversight Committees (CBOCs). Effective oversight of school bonds relies on volunteer members on these CBOCs. The total amount of Proposition 39 bonds approved by voters from 2001 thru the November 2020 election is $180.8 billion. 

CABOC was founded in 2019 as a Nonprofit California Public Benefits Corporation. The specific purpose of CABOC is to provide training, assistance, and encouragement to California School Proposition 39 Citizens’ Bond Oversight Committee (CBOC) members through training materials, conferences, workshops, and representing common interests at the statewide level. CABOC engages  in issues of public policy regarding Proposition 39 school construction bond oversight including conducting educational meetings, preparing, and distributing educational materials, or otherwise considering school bond oversight issues in an educational manner.
