Nearly $8 Million Available Through Round 5
The California Department of Housing and Community Development (HCD) is pleased to announce the release of the Prohousing Incentive Program (PIP) Round 5 Notice of Funding Availability (NOFA) for approximately $8 million.
Advancing Inclusive, Sustainable, Affordable Communities
PIP offers competitive grant funding to jurisdictions with a Prohousing Designation—cities and counties that are demonstrating leadership and commitment in tackling California’s housing crisis. These local governments are implementing forward-thinking policies such as:
- Streamlining approvals for infill multifamily housing.
- Reducing homelessness upstream before it begins and committing to act with urgency and compassion to help reduce unsheltered homelessness.
- Increasing housing capacity near jobs and transit to support climate and equity goals.
- Supporting a broader mix of housing types, including affordable and accessible homes. Expanding housing choice and addressing disparities in housing need and access to opportunity.
Eligible uses include:
- Affordable housing production and preservation,
- Affordable homeownership programs,
- Rental assistance,
- Emergency shelters, and
- Transitional and permanent housing for individuals experiencing or at risk of homelessness.
Key Dates and Eligibility:
- Applications are due March 31, 2027
-
Round 5 is open to all jurisdictions that obtain a Prohousing Designation by the PIP application deadline
-
Jurisdictions may submit both their Prohousing Designation and PIP applications simultaneously, but must achieve a Prohousing Designation, as determined by HCD, no later than March 31, 2027.
