RIVERSIDE - TruEvolution welcomed Harold Phillips, the Director of the White House Office of National AIDS Policy, to Riverside on Tuesday, June 14, for a historic visit showcasing the progress of Project Legacy – a groundbreaking Homekey Site that will provide transitional housing, healthcare, job training, and mental health wraparound services to young people with HIV experiencing homelessness.

“The Biden Administration is an ally for the LGBTQ+ community, including here in California, and that is underscored by Director Harold Phillips’ visit to Project Legacy in Riverside,” said Gabriel Maldonado, CEO of TruEvolution. “What we are doing is changing how we think about providing wraparound services for individuals experiencing homelessness, who are also HIV+ youth, and we’re doing that in the heart of the Inland Empire. We are excited to show the progress on our construction and to continue working until we open our doors next year.”

Harold Phillips has led the Office of National AIDS Policy since his appointment by President Joe Biden in June 2021.

In addition to the Transitional Housing Program, Project Legacy will provide extensive interventional wraparound programs and services to clients. Each of the program areas will address a condition or circumstance of the client to prepare them not only for graduation into permanent housing, but self-sustaining tools for retention. This includes:

• Primary and Specialty Healthcare and Prevention, including Use of Telehealth;
• Bilingual Behavioral Health;
• Workforce and Job Training;
• Harm Reduction Services; and
• Fitness, Nutrition and Wellness.



Project Legacy is a unique Homekey Initiative that is the result of a historic public-private partnership between TruEvolution and the Housing Authority of the County of Riverside. As a part of Project Legacy, TruEvolution (in coordination with the County and a host of well-known, well-respected, and experienced partners) will expand its current top-notch services, and develop and implement vital new programs including expanded transitional housing and wraparound services. Based on Brockton Avenue in the Downtown area of the City of Riverside, Project Legacy is the only Homekey Initiative in the State of California dedicated to primarily serving the extraordinary needs of vulnerable LGBTQ+ populations. In addition, 20% of the individuals served will be reserved for clients that do not identify as LGBTQ+.
