Officials signed the Project Partnership Agreement (PPA) on July 11, marking the official beginning of the Diversion Project's construction phase. The agreement was signed by the mayors of Fargo, Moorhead, the chair of the Diversion Board and Lowry Crook, principal deputy asst. of the Army (civil works). Construction is scheduled to begin this fall.
The Flood Diversion Board of Authority authorized the release of a Request for Qualifications (RFQ) inviting respondents to submit their qualifications to design, build, finance, operate, and maintain the Public-Private Partnership (P3) portion of the FM Area Diversion Project.
The Minnesota Department of Natural Resources (DNR) issued the Determination of Adequacy of its Final Environmental Impact Statement (EIS) for the F-M Area Diversion Project. The document concludes Minnesota did a thorough assessment of the project and alternatives. The document also allows Minnesota to consider permitting and construction, which the Corps is planning to start later this year.
