West Avenue Neighborhood Improvements - Phase II

Project update: July 28, 2025

What’s New

We’re excited to share that construction is underway on the West Avenue Neighborhood Improvements Project! To help minimize disruptions and keep work moving efficiently, the City of Miami Beach is building the project in smaller, defined areas known as segments.


Each segment includes all major components of work and will be substantially complete before crews move on to the next. The neighborhood has been divided into nine total segments; here’s a map showing how the work is organized.

Work in each segment includes:

  • Installing underground utilities (water, sewer and stormwater)
  • Raising and rebuilding the roadway and sidewalks
  • Paving the roadway
  • Installing new signs, lighting and landscaping


Currently the contractor is working in Segments 2 and 3, which began in June 2025 and is anticipated to last 10 to 12 months. These areas include parts of West Avenue between 16 Street and Lincoln Road, Lincoln Road itself, Lincoln Court, Bay Road and 16 Street.


Only two segments are expected to be active at the same time, and the contractor currently plans to complete all West Avenue segments 3, 6 and 9, before shifting to the Bay Road side: segments 4, 5, 7 and 8 of the project.


Project Overview and Benefits

The project’s critical upgrades represent a comprehensive neighborhood improvement program, focused on resolving challenges associated with climate impacts and aging infrastructure. The proposed improvements within the West Avenue neighborhood include replacement of the existing water distribution/transmission systems and gravity sanitary sewers; installation of a robust storm water drainage collection and pumping system, including the raising of paved roads, sidewalks and harmonization within the adjacent private properties; installation of street and pedestrian lighting; installation of new traffic signals and mast arms; installation of landscaping and irrigation.


Pump Station Work

West Avenue between 17 Street and Lincoln Road, as well as the P-24 parking lot, will remain closed while work continues at the pump station. This portion of the project began in January 2024 and is expected to continue for approximately one more year. Please note that the schedule is subject to change based on weather or unforeseen conditions.
