VILLAGE OF MOUNT PLEASANT PROPERTY ACQUISITION UPDATE

The Village of Mount Pleasant has continued efforts to work with local property owners to secure the land needed for Foxconn's transformational investment in the community. To-date, efforts have concentrated on Area I, where all properties secured have been through voluntary agreements with property owners.
The Village has acquired 100% of the property in the "core" of Area I
, pending closings,
where work has already begun to prepare for the first phase of construction on Foxconn's advanced manufacturing campus.

RICHARDSON: APPROVING REDEVELOPMENT PLAN WILL SAVE MILLIONS OF DOLLARS
|

Mount Pleasant Community Development Authority Chairman Rob Richardson addressed the proposed redevelopment plan for the Foxconn Project Area, in the Racine Journal Times:
"When an area is designated as subject to a redevelopment plan, it gives the Community Development Authority the power to issue debt obligations.
When a CDA issues bonds, the bonds are 'double tax exempt,' meaning that interest payments received by bondholders are exempt from both federal and state income taxes,
" said Richardson. "Because of the unique benefits of double-tax exempt bonds, they are generally sold with lower interest rates than traditional bonds, decreasing the financing costs for the project. Though dependent on the market,
initial estimates anticipate the village could see a minimum of $3 million in savings if the CDA issues the bonds for the Foxconn project
."

VILLAGE ANNOUNCES BID FOR DEMOLITION WORK TIED TO FOXCONN PROJECT

Today, the Village of Mount Pleasant announced it is
seeking bids for the first demolition work
tied to Foxconn's $10 billion, 22-million-square-foot manufacturing campus. The initial demolition work will focus on properties along Braun Road.
"Our first bid for demolition work is just the next big step forward for the Village to prepare for construction of Foxconn's manufacturing campus," said David DeGroot, Village of Mount Pleasant President. "We are excited to see the transformation of the project area in the coming weeks, months and years."
Interested bidders must attend a mandatory pre-bid meeting scheduled for 9:00 a.m., May 17 at Mount Pleasant Village Hall, 8811 Campus Drive.
Bids are due at 10:00 a.m., May 24
. Contractors must also submit pre-qualification statements before submitting their bid.

LESS THAN ONE YEAR LATER: WORK BEGINS ON FOXCONN SITE

On April 26, less than one year after initial conversations with Foxconn commenced in Washington, D.C., City of Racine, Racine County and Village of Mount Pleasant officials were joined by representatives of M+W | Gilbane as
the first excavation equipment was delivered to the future site of Foxconn's Science and Technology Park in Racine County
,
where work is now underway.
The start of construction work on the site marks a significant milestone for the project, as the project's
first contractors were announced
by Foxconn and M+W | Gilbane. Delivering on its commitment to "Wisconsin First,"
Foxconn and M+W | Gilbane have announced that 90 percent of the contractors for the initial site work are from Wisconsin
. Of that 90 percent, 10 percent of the contractors are from within Racine county and 10 percent are minority-, veteran- and/or woman-owned.

RCEDC PARTNERS WITH MANPOWERGROUP TO CONDUCT WORKFORCE ANALYSIS

Technology is rapidly transforming industries, occupations and in-demand skills across Wisconsin. We can't slow the pace of change, but Racine County leadership has committed to investing in necessary resources to build up the existing workforce and developing a talent recruitment program.
In a joint partnership, ManpowerGroup, Racine County, and the Racine County Economic Development Corporation are leading an in-depth workforce analysis to strategically assess the impact of talent supply and demand across multiple industries throughout Racine County.
The analysis will review 2017 and 2018 talent supply and demand and provide a future-forecast of existing and potential talent pools. To
position Racine County as a top destination for employers
, the workforce analysis will drive the creation of a sustainable pipeline of competitive talent in key, in-demand skills clusters in the near and long term.

FOXCONN INFORMATION SESSION WRAP-UP
|
In April, the Wisconsin Economic Development Corporation and M+W | Gilbane, along with regional and county economic development organizations, held information sessions around the state to help Wisconsin businesses connect with opportunities associated with Foxconn's industrial construction work in Phase I of Area I of the Wisconn Valley Science and Technology Park.
The 14 information sessions were conducted across all regions of the state and attracted more than 1,900 vendors, subcontractors, suppliers and professional service providers who learned about Phase I of construction and the process for submitting bid proposals.

, the Village of Mount Pleasant Community Development Authority will meet at 5:00 p.m. at Mount Pleasant Village Hall (8811 Campus Drive).
On
May 21
from 6:00 p.m. - 7:30 p.m., Village of Mount Pleasant officials and partners will hold a Monthly Foxconn Project Briefing at Ebe Auditorium at Mount Pleasant Village Hall (8811 Campus Drive). These meetings will be held on the third Thursday of each month, and will be an opportunity for interested community members to hear about the latest Foxconn-related updates and activities.
