The Project-Based Section 8 program is one of the largest housing resources for low-income individuals and families in Rhode Island. Thank you for your continued partnership in providing this critical resource to our residents.

OCAFs and Special Claims

RIHousing is now requiring all Operating Cost Adjustment Factors (OCAFs) to be completed through the Docusign process. Contract Administrators (CAs) have been using DocuSign to send out OCAF letters for over a year. We can no longer accept OCAF letters that are faxed, mailed or emailed directly to the CA. Please let your CA know if you have any trouble completing the letter.

Similarly, the special claims process is changing. All special claims must be emailed to: in one single PDF file with the name of the property and the unit number in the subject line. We can no longer accept special claims that are faxed, mailed or emailed directly to the CA. If you have any questions or concerns, please reach out to Hope Lanphear at .

These changes will make both types of submissions easier to track, so there are no delays in responses.

New Contract Administrator

RIHousing has hired Latoshia Denson to the Contract Administration team! Many of you may have already met Latoshia during your MORs. Latoshia previously worked as the RoadHome Administrator, helping to house clients from the Homeless Management Information System waitlist. She disbursed payments and acted as a liaison between the sponsoring agency, participant and property manager. She also acts as the Section 811 Administrator. As a certified occupancy specialist, as well as MOR specialist, she is a fantastic addition to the team!
