Proposition 123:

Program Updates

January 27, 2026

The Colorado Affordable Housing Financing Fund supports land banking, equity, and concessionary debt for affordable housing.

Reminder – Land Banking LOIs Accepted

This is a reminder that CHFA is accepting Letters of Intent (LOIs) for the Proposition 123 Land Banking program until Friday, February 6th, at 5:00pm MT.

On July 1, 2025, CHFA began accepting LOIs for the Proposition 123 Land Banking program for projects located in Rural and Resort counties only. An LOI round open to all eligible projects located in either Urban, Rural, or Rural Resort counties began on January 5th.

The Land Banking program provides grants to eligible local or tribal governments and forgivable loans to eligible nonprofits with a demonstrated history of providing affordable housing. These funds must be used to acquire and preserve land for affordable for-sale housing or affordable rental housing. Mixed use may be allowed so long as the predominant use is affordable housing.

Please visit the Affordable Housing Financing Fund website for full Land Banking program guidelines and to download an LOI form
