Proposition 123 Local Government Survey

CHFA is passing along a survey from the Department of Local Affairs (DOLA) Division of Local Government. DOLA is currently gathering stakeholder input on the requirement established by Proposition 123 for participating local governments to establish an expedited development approval process for affordable housing projects, which will take effect in 2027. 


Local government planning representatives, the developer community, and other key partners are invited to give input through this survey to help inform DOLA’s guidance materials. The survey will remain open through Friday, January 19, 2024.


Following the survey period, DOLA will publish guidance and present informational workshops on the Proposition 123 statutory language, and present different approaches to accomplish expedited review.
