Proposition 123 Modular Finance and Innovative Housing Incentive Program (IHIP)

Innovative housing manufacturers can apply for two financing programs that CHFA is administering on behalf of the Office of Economic Development and International Trade: the Innovative Housing Incentive Program (IHIP), established by Colorado House Bill 22-1282, and the Proposition 123 Modular Finance program, a component of the Colorado Affordable Housing Financing Fund.

Both programs finance the development or expansion of innovative housing manufacturing facilities, including panelized, tiny homes, kit homes, and potentially 3D-printed (if there’s an off-site component). Those wishing to compare the two programs may refer to the downloadable comparison chart and program flyers linked below, as well as the information available on the CHFA website.

Borrowers will be eligible to receive funding for one project per state funding cycle per program.
