Trillium Provider Council and New President, English Albertson | |
The Trillium Provider Council (PC) strives to be knowledgeable of all aspects of Trillium operations that impact the provider network; including network capacity, stability and the quality of care provided. The Provider Council relies on the exchange of information between its council members as well as input from other committees.
The Trillium Provider Council:
- Serves as a fair and impartial representative of all service providers within the network.
- Identifies strategic issues that impact network performance.
- Facilitates an open exchange of ideas.
- Shares values, goals, and vision.
- Promotes collaboration and mutual accountability among providers.
- Recommends best practices that empower consumers to achieve their personal goals.
Meet our new Trillium Provider Council President, English Adams Albertson!
English Adams Albertson is the Chief Strategy Officer at Primary Health Choice, Inc., and the newly elected President of the Trillium Provider Council. With over 35 years of experience in the Intellectual and Developmental Disabilities (IDD) and Mental Health (MH) fields, English has built a comprehensive career spanning both the area authority and private sectors.
Throughout her career, she has held a variety of leadership roles, including Respite Coordinator, Case Manager, CAP Coordinator, Regional Director, and State Director, with a focus on both Community and Residential Services. These positions have allowed her to develop deep expertise in coordinating services and advocating for individuals with complex needs. In addition to her current leadership roles, English serves as the Secretary on the Executive Team for NC Tide.
English is passionate about improving care systems for individuals with intellectual and developmental disabilities and mental health. She is dedicated to advancing policies that support sustainable, community-based services. Outside of her professional life, English enjoys spending time with her family, boating, and spoiling her new grandbaby, Breece.

$5 Million Investment to Expand Access to Behavioral Health Care in Primary Care Offices | |
The North Carolina Department of Health and Human Services announces $5 million to help providers build capacity and implement the Collaborative Care Model in primary care offices across the state. Through the Collaborative Care Model, primary care providers work with an integrated behavioral health case manager and a psychiatric consultant to monitor and treat patients for mild to moderate behavioral health conditions. The need for integrated medical and behavioral health care is greater than ever as rates of anxiety and depression have substantially increased following the COVID-19 pandemic.
"Too many individuals with mental health and substance use disorders delay the care they need because they struggle finding a provider," said NC Health and Human Services Secretary Kody H. Kinsley. "Collaborative Care can serve more people earlier by supporting primary care providers in reaching people at the onset of behavioral health symptoms."
Collaborative Care is covered by NC Medicaid, Medicare and most commercial insurance plans in North Carolina, helping to break down barriers that separate how physical and behavioral health services are delivered and paid for. Patients are able to receive services through a provider, and in a setting, they already know and trust, which gives them easier access to the care they need. Collaborative Care improves patient outcomes, reduces health care costs and reduces stigma related to mental health and substance use disorders.

North Carolina Receives National Award for Medicaid Expansion | |
NC Medicaid is the recipient of the National Association of Medicaid Directors’ 2024 Spotlight Award. This recognition for the North Carolina Department of Health and Human Services comes as more than 570,000 people have enrolled in Medicaid expansion in the 11 months since its Dec. 1, 2023, launch. The record enrollment in year one is almost the total 600,000 that were estimated to enroll in Medicaid expansion over two years.
"We never gave up on making sure more North Carolinians got health insurance through Medicaid Expansion," said Governor Roy Cooper. "Now, more of our neighbors, friends and loved ones can see a doctor, get preventative care, manage chronic conditions and get life-saving prescriptions without the burden of high premiums or co-pays."
The award from NAMD attributes the record enrollment in part to NCDHHS’ extensive outreach efforts that included a collaboration with community partners. More than 215 partners across all 100 counties in the state including local organizations, health care providers, business leaders, community advocates and elected officials are all participating in sharing information about Medicaid expansion with their communities ensuring more North Carolinians can get health care coverage through Medicaid.
Since launch, these community-centered approaches led to more than 270,000 people being enrolled the first day of Medicaid expansion and more than 570,000 enrolled as of Nov. 14, 2024. New Medicaid enrollees have filled more than 3.4 million prescriptions for heart health, diabetes, seizures and other illnesses. Medicaid has also covered more than $53 million in claims for dental services since Medicaid expansion began.

Trillium presents $150,000 to town of Wallace for Inclusive Playground | |
Victoria Jackson, vice president for Trillium Health Resources’ south central region, presented the check to Mayor Jason Wells and Parks and Recreation Director David Bizzell during a special ceremony on Nov. 20 at Clement Park.
“This playground would not only be a place where children can play, it will also be a place where everyone can feel welcome and supported, regardless of their abilities,” Jackson said. The project stems from a request made by the Parks and Recreation Department in December 2021, which emphasized the need for recreational opportunities for all children, including those with disabilities. “It started as a request for a handicapped swing,” Bizzell said, “and grew from there to include an entire playground.”
The playground will feature updated equipment, rubberized flooring, fencing, and improved sidewalks and parking for ADA accessibility. The existing playground equipment at Clement Park will be relocated to Dobbins Park, giving the town one more playground area for local children.

My Learning Campus includes videos, tests, evaluations, certificates, and a record-keeping system. This platform is available to access training 24 hours a day, 7 days per week for providers to increase their knowledge and better serve our members.
My Learning Campus provides daily updates on recently developed training aligned with Tailored Plan requirements.

Cindy Ehlers, MS, LCMHC, Chief Operations Officer, Senitria Goodman, JD, Chief Compliance Officer/General Counsel, Hayley Sink, MPA, Director of Health Equity and Innovation, and LaDonna Latney-Battle, DNP-ENL, MSN, Care Management and Population Health Officer, have been selected to receive an award for Best Overall Project. The team from Trillium Health Resources was selected for this award out of 7 healthcare organizations from around the United States from the Disparities Leadership Program’s 2023-2024 class.
