NCDHHS Provides Free Well Disinfection, Well Water Collection Kits to Communities Impacted by Hurricane Helene

The North Carolina Department of Health and Human Services announced on October 22 free well disinfection and well water collection kits are available for communities impacted by Hurricane Helene. Local health departments in western North Carolina will distribute kits for households with private wells that were flooded or damaged by the storm.

Excessive rain and flooding can cause water in private wells to become contaminated, meaning the water can make people sick if it is consumed. After a flood, private wells must be assessed for damage, repaired, disinfected and tested before use to ensure the water is safe. It is critical people do not drink or use water from a private well that has been damaged or flooded until it has been properly disinfected and tested after the storm.

The NCDHHS Division of Public Health has assembled well disinfection and well water collection kits for distribution through select local health departments. Private well owners living in the communities served by the following local health departments who have flooded or damaged wells can pick up free kits beginning Tuesday, Oct. 22.

Increasing Crisis Counseling Services for People Impacted by Hurricane Helene; NCDHHS Receives Federal Funding to Expand Hope4NC and Help People Rebuild and Recover

The North Carolina Department of Health and Human Services announced on October 24 $2.9 million in federal funding to help increase crisis counseling services for people impacted by Hurricane Helene. The funding is part of the Crisis Counseling Assistance and Training Program administered by the U. S. Substance Abuse and Mental Health Services Administration (SAMHSA), which is available to states to address behavioral health care needs and support relief for people in disaster-impacted communities.

The funding will be used to expand the Hope4NC initiative to recruit, hire and train crisis counselors, behavioral health therapists and certified peer support specialists in the 25 counties declared major disaster areas following Hurricane Helene. Approximately 1.8 million people live in these areas and were impacted by the storm that brought catastrophic damage on Sept. 26, 2024, and in the days following.

Currently, first responders and volunteers experiencing stress or mental health crisis can call the Hope4NC Helpline at 1-855-587-3463 24/7. The additional funding will expand the crisis response workforce to increase access to more people who are impacted by Hurricane Helene.

Early Periodic Screening, Diagnostic and Treatment Medicaid Services for Children

Early and Periodic Screening, Diagnosis and Treatment (EPSDT) is the federal law that says Medicaid must provide all medically necessary health care services to Medicaid-eligible children.

Even if a service is not covered under the NC Medicaid State Plan, it can be covered for recipients under 21 years of age if the service is listed at 1905(a) of the Social Security Act and if all EPSDT criteria are met.

Health Check and EPSDT provide for the complete care of children and youth in Medicaid.

Covered Treatment Services

Services must be ordered by the child's physician or another licensed clinician. Prior approval from the Division of Health Benefits (DHB) may be required to verify medical necessity for some services.
