VPK Providers:

The 2020 Legislature created Section 448.095 to address the issue of E-Verify.
The law requires that for any contract executed after January 1, 2021, the subcontractor must register in the E-Verify system and provide an affidavit stating that they do not employ, contract with, or subcontract with an unauthorized alien.
As this language relates to SR and VPK providers, any new statewide contract executed for these services after January 1, 2021, will require registration and an affidavit.
A folder has been created in the Profile – Document Tab for the E-Verify Affidavit to be uploaded and will have an annual submission requirement going forward.

SR Providers:

For January, paid absences have returned to the “normal” 10 paid absences. We know that providers are still being affected by COVID-19, and we understand your worries with this “normal” implementation, but paid absences will require the proper documentation starting this month. 
Providers, you get 3 “E’s” – Excused Absences and 7 Extraordinary Circumstance Absences. These 7 extraordinary circumstance absences must have appropriate documentation. The documentation will need to be uploaded into the Attendance screen of the EFS Mod System. If the documentation is uploaded solely into ShareFile, or not uploaded at all, your attendance for those children who were absent more than 3 days will be rejected, and we will ask that the documentation be put into the EFS Mod System.
Parent Co-payments are back in effect starting January 1, 2021. It is your responsibility to make sure that co-pays are collected from the parents. If you have any concerns or questions, please reach out to your Contract Specialist.

Ages and Stages Questionnaire Social-Emotional (ASQ-SE)

The Florida Department of Education (DOE) and Office of Early Learning (OEL) have worked to find flexible and meaningful ways to help providers meet the financial challenges brought on by the pandemic. From March through September, SR and VPK providers were both reimbursed based on enrollment instead of attendance. For October, SR providers were reimbursed for up to 16 total absences without documentation and up to 14 days in November, and up to 12 days in December. As of October 1st, VPK providers are reimbursed according to the “80/20 rule” consistent with the VPK contract.
For January, all current policies resume. SR and VPK providers will be reimbursed accordingly:
  • Open SR providers will be reimbursed for up to 10 total absences (3 excused and up to 7 with documentation).
  • Parents are required to pay the SR copayments.
  • Open VPK providers will continue to be reimbursed according to the “80/20 rule” consistent with the VPK contract. This means that you will be reimbursed 100% for students who attend at least 80% of the month.
Regarding provider site closures, OEL will continue the standard practice of paying for temporary closures due to COVID or another state of emergency in accordance with rules 6M-4.501 and 6M-8.204(5), FAC. Please note that absences are not counted during a temporary closure due to a state of emergency.
Celebrate Literacy Week, Florida! 2021: January 25-29
2021 Celebrate Literacy Week, Florida! will be held January 25-29, 2021. This annual event aims to raise awareness of children’s literacy and foster their love for reading. This year's theme is: Humanity tells a story: What’s YOUR chapter?
The Office of Early Learning provided a list of example book titles to be read by children PreK - 2nd Grade during the 2021 celebration of literacy week! Below is the Coalition selected title, which will be read aloud and shared virtually with VPK providers.

QPS Reminder
As a reminder please log into Quality Performance System (QPS) by the 10th of each month to update your staff roster. Once your staff rosters are updated, remember to press submit, ensuring the system remains current and up to date.
The Office of Early Learning (OEL) requires all providers receiving composite scores to update their rosters at least monthly in the QPS.
