Provincial Bargaining Agreement Achieved
|
The Electrical Trade Bargaining Agency (ETBA) and the International Brotherhood of Electrical Workers (IBEW) and IBEW Construction Council of Ontario (IBEW CCO) concluded provincial bargaining on February 17, 2022.
As the legal representative of the ECAO in all matters relevant to labour negotiations in Ontario, the ETBA and its representatives had been preparing for bargaining since late 2020. Joint Proposal (no strike, no lockout agreement) discussions began with the IBEW CCO in December 2020 and an agreed-upon Joint Proposal was signed on May 31, 2021. There were three (3) phases of this round of negotiations. Local bargaining took place from November 2021 to January 2022 across the Province. Early February was when bargaining for Line (Yellow Pages) and Communications (Green Pages) took place. Finally, the week of February 14 saw the provincial agreement (Blue Pages) negotiated.
Significant changes were made, including increased mobility, permitting mobilized workers to receive clearance electronically, expanded scope for Communications work, recognition of the National Day of Truth and Reconciliation as a holiday, and eleven wage schedules in the linework agreement.
ECAO Members are encouraged to contact their local electrical contractors association for more details on their local agreement. Contact Jodi Travers at ECAO for details on changes to the other sections of the Principal Agreement.

Kamakshi Ahluwalia, Coordinator of the ECAO’s D&I Advisory Committee would like to acknowledge their first year of success.
ECAO’s Diversity & Inclusion Advisory Committee was created in January 2021 to advise, educate, and provide resources to ECAO members. Our Vision is to Seek Diversity, Create Inclusion and Drive Accountability.
To assist and educate our member companies and their employees on what racism is, how to recognize it on construction sites, and how to eliminate it for the good of all, we’re kicking off a yearlong engagement with Leadership Surge, a growing force in corporate training and development with a tailored approach called EMPOWER U for the construction and subcontracting trade industries. Led by Alex Willis, Leadership Surge delivers high-energy, highly effective services and programs that positively impact organizational culture. Alex will be diving into topics about trust, respect, overcoming judgement, compassion and empathy. Training will consist of workshops, webinars, videos, and independent activities, including an individualized assessment.
ECAO and the D&I Committee have also partnered with the Canadian Centre for Diversity and Inclusion (CCDI). CCDI is a made-in-Canada solutions designed to help employers, diversity and inclusion/human rights/equity, and human resources practitioners effectively address the full picture of diversity, equity and inclusion within the workplace.
Although the Committee does not have oversight on board diversity, in order to gain some insight into the diversity of the ECAO and ECA Boards, we sent out a survey in June 2021.
The Committee also requested ETBA and the IBEW-CCO to review and replace all gender-specific language in the Principal Agreement with appropriate gender-neutral language. The committee also suggested to add language in the Principal Agreement, addressing discrimination and harassment in the workplace.
The requests have been approved by both parties! This small change can potentially make a significant impact in the industry!

Anti- Racism Toolbox Talk
Racist actions, activities, tones, or remarks have no place in Ontario workplaces including construction sites!
Not only does the ECAO have a zero-tolerance for any form of racism or intimidation; we are taking our responsibility to stand up and be actively anti-racist in policy and action.
To assist and educate our member companies and their employees on what racism is, how to recognize it on construction sites, and how to eliminate it for the good of all; we have developed the toolbox talks and accompanying poster.
Please take the time to have the discussion clearly communicating that racism is unacceptable in your company and on your worksite and get a commitment from workers to “See it, Say it, Stop it”.
Please print and post the poster to reinforce our message to all workers, contractors, and visitors: racism of any kind will not be tolerated.

Save the Date for R. Hugh Carroll Safety Awards
|
The ECAO Hugh Carroll Safety Awards recognizes ECAO members who strive to put safety first in their day-to-day operations. The award was first launched in 2000 to recognize the significant contribution ECAO member, R. Hugh Carroll made in the field of health and safety in the electrical contracting industry.
Full detailed answers to application questions will ensure consideration of all the available information in the scoring process, giving your company the best chance of success in the evaluation process.
Prior to submitting an application, we encourage applicants to review the points below:
- A 3-person panel will review each application and score each answer out of ten (10). The median of the three (3) scores will be the final question score.
- Ensure that all questions have been answered. Unanswered questions will result in a 0/10 score for the question and effect the overall application score.
- Best possible scores will be achieved where questions are answered thoroughly, including the detail required to allow the panel to understand the efforts.
- Fully complete the accident statistics section.
- For companies engaged in a health and safety management system, continuous improvement process, or have been audited by an accredited third-party health and safety provider, ensure that it is indicated on the application.
Typically, this event was done during our Annual General Meeting, however, in 2021 we launched it as an exclusive event! Once again, we are excited to recognize members who are working diligently to ensure safe working conditions. These efforts result in fewer injures, improved morale, better business performance and continue to show that we are leaders in health and safety. This year, Dr. Joel Moody, Chief Prevention Officer of Ontario will be joining us as our Keynote Speaker.
