Millennium Park - Final Concept Revealed for Downtown St. Albert's Upcoming Attraction

Millennium Park is a public park space approximately 3.5 hectares in size that's adjacent to St. Anne Promenade and the St. Anne Street roundabout in Downtown St. Albert. Designing and programming the park as an open public space with facilities for activities, events and enjoyment is one of the guiding principles established in St. Albert's Downtown Area Redevelopment Plan (DARP), which aims to make Downtown St. Albert an exciting, vibrant place where residents, visitors, businesses and government come together.

To accomplish the DARP vision for Millennium Park, the "Millennium Park Placemaking Design Concept Project" was launched in 2016. The project involved stakeholders and members of the public working together to help guide the design of the final concept, which was revealed on June 19th, 2018.

The final concept (see map) includes several key features, such as wide pavilions connecting St. Albert Place with Millennium Park and Lions Park, as well as preserved forests, an all-seasons water feature, and the Millennium Park Gateway and Pavilion. These features and their final design were chosen using specific guiding principles, such as a balance of trees and open space, maximizing connectivity to key destinations, and a bold and attractive character.

The Millennium Park Pavilion will be a multi-functional space designed for social activities, such as markets, performances, and art classes. Amenities will include a large flex space, a café/leased space, an outdoor seating area, and event space. Plans are for the pavilion to have a size of 4,500 square foot, however the exact size and layout is yet to be determined.



The all-seasons water feature will be adjacent to the pavilion, and will contain flush-mounted water jets during the summer; throughout winter, the space can be transformed into a skating rink. Mechanical and electrical service connections will be built-in, which will allow the space to be used for events and/or programs that require additional space (the water can be turned off when needed).



Once constructed, Millennium Park will play a critical placemaking role in Downtown St. Albert by establishing a multi-use and programmable public space linking the existing Lions Park with St. Albert Place and Red Willow Park. It will be the heart of the Downtown and will support activities and events in every season.

Complete Streets - What You Need to Know

The City of St. Albert has recently developed Complete Streets guidelines and an implementation strategy that aligns with the 2015 Transportation Master Plan and City Council's Strategic Priority to build a network that efficiently and effectively moves people and goods, using various modes of travel. 

Complete Streets are streets that are designed to be safe for everyone: people who walk, bicycle, take transit, or drive, and people of all ages and abilities. Instead of "building more" to solve capacity problems, Complete Streets is about improving the travel experience and accommodating/encouraging active forms of travel.

Conventional                                     Complete

 -Promotes transit, walking and cycling

Some of the main changes include differing lane widths depending on road usage, adding bike lanes to some roadways, and widening pedestrian sidewalks to accommodate accessibility needs.  For example, the new sidewalks in most neighbourhoods will allow two strollers or wheelchairs to pass comfortably.  Boulevard trees are still a priority and incorporated in all roadway options.  Under the new methodology, there will be 6 types of roadways:
  • Boulevards - Regional streets that support the Edmonton Metropolitan Area, serving local and regional travel. Can be urban or rural designs.  This would include St. Albert Trail and Ray Gibbon Drive
  • Crosstowns - Major streets that allow users to travel across City, without changing corridors.  Examples include Gervais/Hebert and Sir Winston Churchill Ave
  • Connectors - Major streets that connect Crosstowns together.  Examples are Riel Drive or Sturgeon Rd.
  • Neighbourhoods - Minor streets that provide direct access to and around a neighbourhood. These roads are often transit routes.  These roadways include roads such as Larose Drive, Kingwood Blvd.
  • Locals - Minor streets that provide direct access to properties, does not support transit, and typically connects to Neighbourhood roadways.
  • Laneway - Minor streets that provide access to the rear of a property.

Next steps
*  Plan will be presented to Council at the October 9, 2018 GPFC meeting.
*  Complete Streets principles will used on the concept plan for the north section of St. Albert Trail (north of Boudreau Road) - expect public engagement to begin later this fall.
*  Complete Street principles will be integrated into the City's Municipal Engineering Standards update in 2019.

* Navigating government grant programs for business
* Supplying relevant stakeholders and partners that provide operational business solutions and consultation
* Collaborating with local partners and government agencies
* Getting established and operating in the Canadian business environment

Business Licensing
Maintains business practices through municipal business licensing
* Manage licenses for all the City's in-town and out-of-town-businesses
* Monitor business trends and develops bylaws to regulate emerging business sectors
* Provide Economic Development and city administration with current business statistics

Business Licensing assists with:
* Licensing and regulatory compliance for your business, including permit and certification requirements with other agencies
* Promotion of your business through the City's online business directory

Tourism
Builds tourism capacity and markets the City as a visitor destination.
* Provide visitor services at the visitor center and at special events throughout the year

* Work with local businesses to build their tourism capacity

Tourism assists with:
* Developing and marketing a tourism experience
* Initiating new tourism ideas and funding to assist with event development

* Connections to regional and provincial tourism partners

Alberta Government Community and Regional Economic Support (CARES) Program

As part of the Alberta Jobs Plan, the Alberta government launched the CARES program in 2016 to promote long-term economic growth and prosperity in Alberta's communities and regions. Initially the program was to run for two years but the government announced last month that the program would be extended to 2020.  
Last month the government announced that the CARES program has been extended for two more years.
CARES funds initiatives of Alberta municipalities, communities and regions that enhance local economic conditions, leverage regional economic development resources, and build local and regional capacity for sustainable economic development delivery.
 
Based on feedback from previous intakes, a series of program enhancements have taken place to build on the program's success so far. These enhancements include
  • Revising the program outcomes to encourage not-for-profits and municipalities to partner with private industry.
  • Reducing the amount of matching funding required by First Nations and Métis Settlements from 50% to 25% of the total project cost.
  • Shortening the application intake window from 60 days to 30 days.
  • Clarifying ineligible costs, and
  • Extending eligibility to national not-for-profit organizations, associations or societies that partner with a provincially registered entity and undertake an Alberta-based project.
Eligible Entities:
 
  • Incorporated federal or provincial non-profit organizations, associations or societies whose primary purpose is for economic development.
  • Federal organizations must partner with a provincially registered eligible entity and undertake an Alberta-based project.
  • Organizations must be in operation for a minimum of one year, and be in good standing with required filings and their status.
  • Municipalities (cities, towns, villages, summer villages, municipal districts, specialized municipalities, improvement districts, special areas).
  • Métis settlements and First Nations.
  • Formal and project-based partnerships between combinations of the above entities.

Program Outcomes:
  • Improving local business environment and/or regional economic collaboration;
  • Increasing support for entrepreneurs and small and medium-sized enterprises (SMEs) to grow and succeed;
  • Enhancing support for associations, businesses and industries that enable diversification in a community or a region; and
  • Increasing industry and sector competitiveness to lay the foundation for investment and job creation.

For those interested in applying, there are three application intake periods:
  1. October 1 to October 31, 2018, inclusive
  2. May 1 to May 31, 2019, inclusive
  3. October 1 to October 31, 2019, inclusive

Business Spotlight On... Endeavour Brewing Company

Matthew and Georgia Atkins are the proud owners of Endeavour Brewing Company, St. Albert's newest beer manufacturer located right in the heart of Campbell Business Park. This family operated business opened its doors on Saturday, June 16, 2018.

The idea for a St. Albert brewery began ten years ago, when Matthew and Georgia were visiting family in Houston and visited a small local craft brewery. The owner told them the story of how he got started and at that moment they decided that St. Albert needed a craft brewery and the experience that came with it. For the next eight years they travelled from craft brewery to craft brewery, experiencing the different flavors, atmospheres, and experiences they had to offer.

After eight years, Georgia finally challenged Matthew to "do it or stop talking about it", and over the next two years Endeavour Brewing Company was formed.

With the plan of starting small, the Atkins found a 4,000 square foot location in St. Albert that provides them with the space they need now and has enough space for them to expand in the future. The brewery includes a 15 HL (one HL = 100 L) brewhouse, a three-fermenter cellar, a canning line and a bar and lounge area. It has an open concept floorplan, so that people in the bar and lounge area have a clear view of their brewing operation allowing them to feel as if they are part of the process.

Regular tours are offered, complete with samples, to provide customers first-hand knowledge into the detailed, and sophisticated processes that go into creating their craft beers.

Currently, there are three signature beers on tap. As a home brewer for 20 years before starting the brewery, Matthew used his previous experience to come up with recipes giving his three current signature beers a unique taste that satisfies a wide array of beer drinkers.  

Endeavour Brewing is passionate about using only the freshest, highest quality ingredients to ensure superior quality and to create beer that not only tastes great but fits into their family's active lifestyle. They have a range of permanent as well as seasonal beers under development which will provide an endless selection of new flavors and an exclusive experience.
