This Missouri Department of Natural Resources notice of public hearing is for proposed CAFO permits for multiple poultry operations located in Lawrence and Newton counties. No-discharge operating permit applications, including confirmation of neighbor notices, were received from the following entities:

Each of the CAFO permit applicants conducted a neighbor notice and are requesting permission to conduct no-discharge, poultry feeding operations with exportation of all process wastes such as litter and manure to be collected and reused as a fertilizer or soil amendment under MOGS1 general permit, public noticed on October 31, 2022, and issued on February 14, 2023.
In accordance with the Missouri Clean Water Law, Chapter 644 RSMo, Missouri Clean Water Commission regulations 10 CSR 20-6.010, 10 CSR 20-6.300, and the Missouri CAFO Law Sections 640.710 and 640.715, the applicants listed herein have applied for a permit to operate a no-discharge CAFO operation.
In response to recent requests and concerns raised about the proposed locations or operation of these CAFOs, a public hearing is scheduled for Thursday, May 29, 2025, from 4:30 pm to 6:30 pm. The in-person meeting will be held at Pierce City High School gymnasium, 300 N. Myrtle St, Pierce City, MO, for the purpose of receiving public comment on the proposed permit decisions. Public hearings will be conducted according to 10 CSR 20-6.020.
Additionally, persons wishing to comment on the proposed permit decisions are invited to submit them in writing to: Department of Natural Resources, Water Protection Program, ATTN: SW Poultry CAFOs Public Comments, P.O. Box 176, Jefferson City, MO 65102-0176. Comments should be confined to the issues relating to the proposed action and permit(s) and the effect on water quality. All comments must be received or postmarked by 5 p.m. May 30, 2025. The Department will consider all written comments including emails and letters in the formulation of all final determinations regarding the applications.
