Public Hearings for Phase 3 of RCSD's Facilities Modernization Program

Includes $475 million dollars to upgrade, renovate, and modernize several Rochester schools.

(October 7, 2022) The Rochester City School District will conduct three public hearings to receive community feedback on Phase 3 of the District’s Facilities Modernization Program (FMP). 


The FMP is a multi-phase capital initiative involving the District, the City of Rochester, and the Rochester Joint Schools Construction Board. Since the FMP started in 2013, upgrades, renovations, and modernizations have occurred in 21 school buildings. Phase 2 of construction was completed in July of 2022. 


Phase 3 includes $475 million dollars, approved by the State of New York, for the District to improve learning spaces, update athletic facilities with state-of-the-art amenities, and expand areas in schools that nurture student expression through the creation of maker spaces and additions to science and Career and Technical Education (CTE) labs. 


“This billion-dollar project has allowed many of our buildings to be renovated to ensure that students have modern learning spaces and comfortable facilities they can be proud to attend,” said Dr. Carmine Peluso, Interim Superintendent of Schools. “This project furthers our mission to foster students’ individual talents and abilities by creating spaces conducive to learning.”


The District is allowed to renovate and/or modernize up to 12 schools as part of Phase 3. To date, the District has identified five secondary schools for potential modernization, including Northwest Junior High School at the Douglass Campus, Edison Career and Technology High School, Franklin Lower and Upper Schools, James Monroe Lower and Upper Schools, and Wilson Commencement Academy. 


The public is asked to provide input at one of three upcoming public hearings:


  • Wednesday, October 12 – Abraham Lincoln School No. 22, 595 Upper Falls Blvd., Rochester, NY 14605 at 5:30 p.m.


  • Monday, October 24 – Dr. Louis A. Cerulli School No. 34, 530 Lexington Avenue, Rochester, NY 14613 at 5:30 p.m.


  • Tuesday, October 25 – RCSD Central Office, 131 West Board Street, Rochester, NY 14614 at 5 p.m. This hearing will be streamed live via Facebook and YouTube with the opportunity for speakers to participate via Zoom.


The public may sign up to speak for a hearing no later than 12:00 p.m. on the day of each hearing. Any interested persons may sign up to speak or submit written feedback for any of the three hearings by sending an e-mail to f[email protected]. Speakers participating virtually on Tuesday, October 25 will be sent login information for Zoom prior to the meeting start the day of the hearing.
