Hello Lydia,
Meeting the basic needs of our community is central to our team’s mission. We know meeting those needs is essential to achieving our vision of Opportunity for All — a future where all people have what Abe Lincoln referred to as “an open field and a fair chance” to fulfill their potential. High among those needs, right along food and water, is safety.
Similar to food, we all need a steady supply of it, yet what satisfies each of us can vary significantly. The beautiful diversity and complexity of District 9 makes the nuanced nature of safety even more salient for us. Today’s email includes several of the ways we are trying to meet the community’s need for safety. Integral to all our efforts is you — our community. So thank you for all you are doing and have done.

Council District 9 Updates | |
Castle Community Walk
Safety is a desire shared across communities and cultural backgrounds. How a person or a community feels safe differs from person to person, community to community. Holistic interactions throughout our district help foster a strong sense of community, bridge cultural lines, and create active and safe neighborhoods.
Last week, on July 18th, the District 9 Council held an early morning community walk through the Castle Neighborhood. Along with leaders and community members from the Vietnamese community, the Pacific Islander community, and residents of the Castle neighborhood, Council President Elo-Rivera led the morning walking and talking with the community.

Adjournment in Memory Chi Cao | |

On Monday July 17, we adjourned the San Diego City Council Meeting in memory of Chi Cao, resident of City Heights. Born in Vietnam, Ms. Cao faced and overcame many challenges throughout her life, working various jobs and in businesses while raising two daughters as a single mother. She moved to the United States in 2015 and started in new life in San Diego, learning English and helping others in the community.
In Oct. 2021 she became a citizen, one of her greatest personal accomplishments. Ms. Cao embodied the spirit of community and generosity, volunteering her time and even advising other community members on gaining citizenship.
Ms. Cao was taken from us too soon and we grieve with her family. But seeing her family, friends and neighbors at her vigil and the City Council meeting, it shows us the just how much she meant to the people around her.

Parks After Dark Program
Parks are essential and provide an environmental and recreational good to our communities. That’s why we were grateful to join our City, County, and community leaders in seeing the return of the Parks After Dark program. Activating our parks through programs, activities, and people are just a few ways we can foster safety among our community.
Parks After Dark will bring family fun activities (live entertainment, activities for all ages, games and free meals for kids) every weekend to City Heights, Linda Vista, Logan Heights, and Skyline through the end of summer.

National Night Out
National Night Out is an annual community-building campaign that began decades ago as a take-back-the-streets campaign led by residents. Community gatherings are planned across San Diego on the evening of Tuesday, August 1st as residents gather with police officers, sheriff's deputies, and various other authorities as part of the annual crime-prevention event.
Over the years, the event has grown to include block parties, parades, movie screenings and picnics, with millions of people taking part across the country. Activities vary by event but generally include food, police and fire department displays, live entertainment and a chance to interact with city officials.
Started in 1984, National Night Out is billed as "America's Night Out Against Crime." It was sponsored by the National Association of Town Watch and co-sponsored by local municipalities and law enforcement agencies nationwide.

The Community Representative is responsible for upholding the goals and vision for community empowerment through their work: overseeing the District 9 neighborhoods they are assigned; supporting and coordinating events across the district; and administering casework management.

Cool Zones
Stay Cool San Diego! During periods of extreme heat, certain recreation centers, libraries, and other public buildings are places for San Diegans to seek relief from warmer weather.
District 9 has four locations identified as Cool Zones! If you’re in D9 checkout one of these locations to beat the heat:

Piece X Piece: City Heights Community Mural
The City Heights Community Development Corp. and members of the community gathered for the Piece x Piece mural dedication on Saturday, July 15th at Tierra Central. The mural is made up of different pieces, that when pieced together, depict the various elements of diversity in City Heights.
Congratulations to the youth artists for your work and creativity on this project. Thank you to City Heights CDC and the artist/designer, Josue Baltezar and his team, for providing the guidance and support to the youth artists.

Let’s Move Equity Forward! Workshop
The City of San Diego’s City Planning Department has launched Equity Forward, an initiative to create a more equitable, healthy and enjoyable place for all San Diegans. We want to hear from YOU as we work on various initiatives to advance inclusive public engagement, better public spaces and environmental justice.
Your input will help influence various City initiatives including environmental justice policies, the Chollas Creek Watershed Regional Park Master Plan, infrastructure improvements and the City’s first comprehensive Inclusive Public Engagement Guide. RSVP today at sdd9.info/equity

City of San Diego Infrastructure Priorities Survey
Community members wanting to submit infrastructure ideas for their neighborhoods now have until Aug. 15, 2023, to fill out the survey to be included in the fiscal year 2025 (July 1, 2024 - June 30, 2025) budget process. The City of San Diego extended the deadline for the Infrastructure Priorities Survey to give San Diegans more time to provide staff with ideas for new or upgraded parks, libraries, streets and sidewalks.
The survey is open throughout the year and informs the annual updates to the City’s Five-Year Capital Infrastructure Planning Outlook (Five-Year Outlook), which assists in planning future infrastructure projects.
