The USDA issued a memo to states providing more detail on SNAP benefits during the Government Shutdown. The USDA confirmed: there is no November SNAP benefit; the agency will not use contingency funds to pay for food aid during the shutdown; & people can use any benefits remaining on their Quest cards after Oct. 31. On October 24, 2025, the Social Security Administration announced a Cost of Living Adjustment for 2026 Social Security and Supplemental Security Income.
