Postponement of province-wide assessment update
On August 16, the Ontario government filed a regulation to amend the Assessment Act, extending the postponement of a province-wide reassessment through the end of the 2021-2024 assessment cycle. This means that property assessments for the 2024 property tax year will continue to be based on fully phased-in January 1, 2016 current values.
 
The government also announced that it will conduct a review of Ontario’s property assessment and taxation system. While MPAC is not responsible for setting tax rates or collecting property taxes, we welcome the opportunity to work with the Province to ensure the property assessment process is optimal for industry stakeholders, property owners and municipalities.
 
MPAC continues to work to ensure the organization is well positioned to deliver updated assessments when directed by the Province.

Reminder: PIER Campaign
In September, reminder letters were distributed to property owners of income-generating properties who have yet to complete their Property Income and Expense Return (PIER) submissions.

Earlier this year, MPAC sent out request letters to more than 35,000 properties across the province. The information collected through this program is reviewed and analyzed by our assessors and updated in our property database.

Sharing our expertise internationally
As a global leader in property assessments, MPAC welcomed the opportunity to meet with members of New Zealand’s Valuers Registration Board (VRB) in Pickering last month.
 
During the VRB’s visit, we discussed the innovative ways we are connecting with property owners through AboutMyProperty™ and PIER program, as well as our research in advanced analytics and machine learning to improve our business processes and accuracy of values.

We welcome the opportunity to connect with fellow assessment authorities to discuss similar challenges, share best practices and learn from each other’s experiences. In recent years, we have hosted property assessment bodies from Ireland, United Kingdom, Taiwan and South Korea.
MPAC at the IAAO Annual Conference
MPAC was pleased to attend this year’s International Association of Assessing Officers (IAAO) Annual Conference, which took place in Salt Lake City, Utah. More than 60 sessions were offered at the conference, with MPAC leading four sessions. Our experts also had the opportunity to share best practices we’ve implemented in Ontario with other property assessment jurisdictions from across the globe.
Upcoming events
Over the next few months, MPAC will present at key industry events, including:

  • October 5: Veritas 11th Annual Great Canadian Real Estate Conference. Greg Martino will share an update on how MPAC maintains Ontario's assessment database of over 5.6 million properties and how recent years’ events and broader economic activity are impacting Ontario's residential, commercial, and industrial property markets.

  • October 15-18: CPTA-ACTF's 57th Annual National Workshop. Greg Martino will be on the Cross-Canada Assessment panel to discuss legislative, operational and other updates from Ontario.

  • December 6-7: IPTI Property Tax Conference – Policy and Practice. Greg Martino will be part of a panel discussion on valuation methodologies and challenges, frequency of valuations and more.
