As we head into a new quarter, I want to take a moment to reconnect and reflect.


In times of transition—like the one we’re facing now with the future of WIOA funding and program structure under review—it’s natural to feel a bit uncertain. Across the country, workforce professionals, employers, and community members alike are watching closely to see what changes might come. But amid all this, one thing remains constant: our commitment to the people and communities we serve.


Here in West Central Arkansas, we continue to show up, listen, and do the work. We believe in the power of opportunity and in the strength that comes from helping others take their next step—whether it’s earning a credential, landing a job, or building a stronger business.


This quarter, you’ll see highlights of exciting new investments in our region, national efforts to strengthen skilled trades, and stories of success that remind us why this work matters.

WHAT IS WIOA?

The Workforce Innovation and Opportunity Act (WIOA) is a program that helps individuals with barriers get the training, support, and job connections they need to find good jobs and build successful careers. It’s designed for youth, adults, and dislocated workers (people who’ve lost their jobs), and it's offered through your local workforce center. Services can include help with resumés, job searching, career planning, training programs (college or trade school), and even financial assistance for school or certifications. The goal? To make sure everyone has access to opportunities that lead to long-term employment and a better future.

Congratulations to Robin Cung on His Journey to Becoming an Engineer!


From a small town in Texas to a thriving engineering career in Arkansas, Robin Cung’s journey is one of resilience, responsibility, and remarkable growth.


After graduating from high school in Sherman, TX, in 2020, Robin began college at the University of North Texas. As the eldest child of immigrant parents and an English Language Learner, he balanced his studies with part-time work, determined to build a brighter future for himself and his family. When his family moved to Cleveland, Arkansas, to operate poultry farms, Robin transferred to Arkansas Tech University to continue pursuing his dream of becoming an engineer.


While continuing his education, Robin was referred to the WIOA program for assistance—a moment that shifted his outlook from skeptical to optimistic. He enrolled in the program on May 10, 2023, and received Occupational Skills Training, supportive services for books, fees, and housing—all of which helped relieve the financial stress of college life and allowed him to focus on academic success.



On May 10, 2025, Robin graduated from Arkansas Tech University with a Bachelor of Science in Electrical Engineering. Just nine days later, he began his professional career with Harvest Hill Beverage Company as an Electrical Engineer.

Congratulations to Dakota Tessendorf on his Top 25 GED Award!


Dakota Tessendorf knew it was time to make a change. Stuck in a cycle of low-paying jobs and financial stress, he wasn’t sure what his next step should be—until he finally listened to his grandmother’s advice and reached out to the WIOA program.


Originally from Benton, Arkansas, Dakota found the support he needed through the WIOA program at WCAPDD. He received help with transportation and incentives, along with encouragement to keep moving forward. That support allowed him to focus on earning his GED—and he didn’t just pass it. Dakota scored in the Top 25 GED scores in the state of Arkansas, earning recognition and an invitation to a ceremony at the State Capitol. For Dakota, it was a proud and unexpected moment. “I was the oldest person there,” he shared, “but it didn’t matter—I was proud to be there.”


We’re proud of Dakota for taking that first step and pushing through to success. Congratulations, Dakota!

PROGRAM HIGHLIGHTS

In April, the White House issued an Executive Order focused on expanding access to high-paying, skilled trade jobs. The order directs federal agencies to evaluate current workforce development programs within 90 days and, within 120 days, deliver a coordinated national plan to strengthen training pathways for in-demand trade careers. This initiative underscores a growing national commitment to hands-on, career-ready education and workforce alignment.

Green Bay Packaging has announced a $1 billion investment to expand its operations in Morrilton, Arkansas—marking one of the largest economic development projects in state history. The expansion will support the growing demand for the company’s sustainable Powerpak® line, a high-performance packaging solution designed for strength, durability, and recyclability. This major investment is expected to bring significant job opportunities to the region and further strengthens Arkansas’s role in advanced manufacturing and sustainable packaging innovation.

The Dislocated Worker Program offers support to individuals who have been terminated or laid off—or have received notice of layoff—due to permanent business closures or significant workforce reductions. This no-cost program provides personalized career services, including job search assistance, career counseling, skills assessments, and funding for training in high-demand industries.

Whether you're looking to return to work quickly or pursue a new career path, the Dislocated Worker Program helps you navigate the transition and get back to work with confidence.

STAFF SPOTLIGHT

We’re honored to recognize Martha Boyer, Workforce Field Services Coordinator, for her outstanding service and remarkable 25-year milestone with our organization, celebrated on January 1, 2025.


Over the years, Martha has been a cornerstone of our workforce development efforts across our 10-county region. In her role, she oversees Career Advisors and Intake Specialists, ensuring that job seekers receive the support and guidance they need. She has a deep expertise in case management and has contributed significantly to the success of the program.


Martha is known for her humility, compassion, and unwavering dedication. In just the past five years, she has personally served 72 participants—each one treated not as a number, but as an individual with potential. Her care, attention, and commitment consistently go above and beyond expectations.


Thank you, Martha, for your years of devoted service and for the positive impact you continue to make in so many lives.
