Message from the Executive Director

2022 /2023 was an exciting year for us. For over 60 years the Community has trusted QUEST, Inc. and supported us to ensure no one gets left in the shadows. A Capital Campaign was embarked on the tail of a global pandemic. We do feel we have emerged stronger than ever. Phase 1 of the fundraising program has been completed. Four major physical improvements are underway to be implemented in 2023 including 1) two new fully ADA accessible lavatories, 2) new safer driveway with handicapped parking, 3) renovated accessible main entrance and 4) new windows for the entire facility. We have improved our programming and continue to look for new and exciting ways to serve people with disabilities. Our Board of Directors has grown and with their talent, experience and expertise along with our dedicated extraordinary staff, positions us for exponential growth, allowing us a much larger impact area within our community.

1.3 billion People around the world live with some form of disability, making up around 16% of the global population. According to the World Report on Disability the number of people with disabilities is increasing. This is because the populations are aging (older people have a higher risk of disability) and because of the global increase in chronic health conditions associated with disability, such as diabetes, cardiovascular diseases and mental illness.

Despite being “the world’s biggest minority”, people with disabilities are often forgotten. They regularly face discrimination and exclusion from healthcare, education, work and community inclusion. And even though people with disabilities are among the poorest and most vulnerable, their needs are often overlooked by governments and international organizations. We continue to make efforts to reduce poverty by including people with disabilities.

The main connections between disability and poverty are:

1) Unhealthy and extremely dangerous living conditions, such as in adequate housing, water, sanitation and unsafe work conditions and sanitation.

2) The inaccessibility or absence of medical care or rehabilitation. People with disabilities are confronted with extra costs related to disability such as personal assistance, healthcare or assistive devices.

3) Limited access to education and employment. People with disabilities are more likely to be unemployed and are generally paid less when they are employed.

4) Social Exclusion: People with disabilities often cannot participate in political decision making as their voices are not heard and their needs are overlooked. Access to public spaces in limited due to physical barriers.

I know there is more work to be done in our community. We look forward to expanding our mission throughout Lebanon and surrounding Counties by providing expanded opportunities for success in the coming year. QUEST, Inc provides a valuable service to adults in our community with disabilities. The prevocational and vocational services offered at QUEST, Inc. are broad and varied in scope to meet the unique needs for each individual served. QUEST offers specialized occupational training, job placement, employment services, and expanded community integration opportunities in programs such as the Adult Training Program, Employment Services, and Home and Community Habilitation.

This past year marked the end of the pandemic and getting back to normal or perhaps more accurately, mitigating long-term impacts of staffing shortages and lower census as the result of the last three very unusual business operations years.

Some of the highlights from the past year include:

1. Quest received a generous gift from the estate of a past board member.

2. The resignation of the CFO, Hollie Manmiller after 23 years of service and hiring a replacement for the CFO position, Dorrene Kline.

3. Board member changes. Daniel Figueroa resigned. Two additional board members have been added: Jaclyn Nagle and David Richardson.

4. The start of the remodeling and construction projects under the capital campaign.

This coming year Quest, Inc. has much to look forward to. The building enhancements under our capital campaign will bring much needed improvement to our facilities. Thanks to Jeff and Gina Edelman for their vision to see this need and to take initiative to address it. Again, I can say this year, I am grateful for the committed board members of this organization who provide the oversight needed to ensure Quest thrives in serving persons with disabilities. I also want to express much appreciation to Verna Morris and her leadership team who have been very diligent in managing the day-to-day operations of Quest to make our mission successful. Ensuring that staff and program participants’ needs are met in a timely way is not an easy task. Finally, each Quest staff member plays a vital role in fulfilling our mission every day. Thank you for staying with the work at Quest to provide the vital services the participants and families deserve.

Dedication and Recognition

Alexsander "Alex" Colon has been a Janitorial Associate at Quest, Inc. for four years. From the beginning he rapidly advanced his skill set and ability to work well with his peers, "Some people need more help, and I can help by making a good connection with them. My great motivation helps me to motivate them." His co-workers started calling him Hollywood for his fondness of wearing sunglasses. He recently changed the shift he worked to help another crew. Alex is thrilled to receive the Achievement Award, "It has been a long time coming for me. I am happy getting this award. All my hard work and dedication really pays off." Always the giver, Alex added, "If it was up to me, I would give it [the award] to my co-worker who is equally deserving."

Adult Day Services


My Life, My Choice, is what we do with the participants of our Day Program. Our program is centered around each individual, what’s important to them and what is important for them, as well as working on achievable goals for each person. Our staff works as a team with individual’s family members and other agencies to give our participants “a world that embraces and celebrates human differences, a world in which everyone can experience belonging.”

The Day Program’s initiative is community integration; which includes community awareness, safety and social development. Along with that we work to increase their independence and build relationships in the community with nonprofits, potential employers, business owners, etc. We do this so that these relationships may play a role in future employment goals and desires of the individuals that we support.

We provide services to a wide range of individuals with various functioning levels and will adapt the program to meet the needs of the individual. We provide the services necessary in order to meet the needs of all of our individuals including but not limited to sensory concerns, motor skills, personal adjustment and social skills.

People who are included and valued in community, work, and social environments naturally have an increased quality of life and sense of self-worth. As their staff, our role is to support and encourage our participants to go into the community and engage in social settings. We have seen countless individuals bloom and blossom into social, productive, safe, and contributing members of society.

Services Expand and Diversify Amidst Challenging Times

Believing & Achieving



For the first time in several years, I sat down to write an annual report without the word's pandemic and Covid being a prevalent piece of our year in review. As society and the human services field settles back into “normal” there is much to reflect upon the challenges and the achievements of the past 12 months. Systemically the human services field has always dealt with being viewed as “overworked” and “underpaid” and as such there will always be the challenges of sufficient staffing to carry out the mission of improving the quality of life for the clients we serve. Thankfully the employment division and habilitation and companion services division is blessed to have dedicated and caring staff that give generously of their time and talents to enhance the lives of our clients. The hab and companion division provided services to 17 individuals this past year including four new clients. Services included but were not limited to community integration, utilizing community resources, money management and budgeting, housekeeping and daily living skills, parenting skills, social skills development and personal wellness goals that included assistance with medical appointments and physical fitness. As connections were brokered in the community it was fulfilling to see clients develop inclusive relationships in their neighborhoods and beyond. Inclusion is also a goal for clients receiving employment services and this past year QUEST provided job development and job coaching services to 41 individuals including five new clients. Five different clients embarked on new jobs and QUEST established new relationships with three new businesses in the community. October is traditionally recognized as Disability Employment Awareness month and QUEST was affiliated with six of the seven awards given by the local employment coalition. In addition four clients were given longevity awards, three for surpassing 5 years of employment and one for 10 years. In each of these cases there was a commitment to believing and achieving on the part of the clients and the staff. For the clients it was believing they could succeed with vocational dreams and goals and for the staff it was helping to make these dreams come true. Dedication, Commitment, Perseverance… just a few of the traits and qualities to believe and achieve. We salute our clients who strive to grow, develop and achieve and we recognize the staff who help make dreams a reality. I would be remiss if I did not recognize the staff who put so much of themselves into supporting our clients. So thank you to Emily Jones, Marisol Cruz, Amy Klink, Wanda Uffner, Debbie Sites and Britteny Osiecki. Well done team.
