National Emergency Preparedness Month 🚨
Stay Informed. Stay Prepared. Stay Connected.
| |
California Governor Gavin Newsom has declared a State of Emergency in preparation for the impacts of the 2026-2027 El Niño season. With East Contra Costa County experiencing significant flooding in recent years, now is the time to make sure you’re prepared and connected to reliable emergency information.
As part of the Town’s emergency preparedness efforts, we recently conducted a test of our SMS Emergency Notification System with very successful results! If you did not receive the test SMS alert message, sign up today.
To join, scan the QR code or text "jointodb" to (888) 619-2659.
| | |
Town alerts are only one part of staying informed. Residents should also register for Contra Costa County's Community Warning System to receive County emergency notifications and important public safety information.
Contra Costa County is also asking residents to complete its Emergency Alerts & Preparedness Survey. The Survey asks how residents currently receive emergency information and will help the County identify ways to improve communication during emergencies such as wildfires, earthquakes, and other public safety events.
Taking a few minutes to sign up and provide feedback can help strengthen emergency communication across our community.

Beginning in early November 2026, the Community Center parking lot will be closed as construction begins on the Town’s new solar-covered parking and additional parking spaces.
Visitors should plan ahead, expect limited parking, and be prepared to park off-site and walk to the Community Center. Please allow extra time and follow all posted signs and safety directions during construction. We appreciate your patience!
| | |
With temperatures expected to remain high this week, the Discovery Bay Community Center pool is staying open for one more week!
Adult Lap Swim will be available starting Tuesday, October 6th through Friday October 9th from 10:00 AM to 3:00 PM. The pool will officially close for the season starting Saturday, October 10th.
Come cool off and enjoy the last few days.

💳 AutoPay Transition: Thank You!
Thank you to the many Discovery Bay residents who have embraced the Town’s new AutoPay system. Since the transition began, enrollment has grown from approximately 600 customers in the legacy system to more than 3,000 customers today—a fivefold increase. Your patience, participation, and cooperation have helped make this conversion a strong success.
| To support residents through the transition, the Town hosted two AutoPay workshops, where staff welcomed dozens of community members and provided one-on-one assistance with setting up and converting their accounts. | | Not enrolled yet? AutoPay is still available to make monthly utility payments more convenient. | |

🌳Planning for the Future of
Parks, Landscape, & Recreation
| | | | |
The Town of Discovery Bay CSD is beginning the process of developing its first comprehensive Parks, Landscape, and Recreation Master Plan!
This plan will take a wholistic look at the Town's parks, recreation facilities, landscaped areas, programs, and future needs. It will help identify opportunities for improvements, establish priorities, and guide future decisions and investments.
Right now, the Town is seeking a qualified firm to lead the planning process. Once that process begins, community input will be an important part of developing the plan. Residents will have opportunities to share their experiences, priorities, and ideas for the future of Parks, Landscapes, and Recreation in Discovery Bay. 📩
More information about opportunities to participate will continue to be shared as the project moves forward.

⚓ Know Who to Contact: Marine Patrol
The Town of Discovery Bay is helping share a Marine Patrol Update so residents know where to direct questions, report concerns, and request assistance related to activities on the waterways. Because different agencies have jurisdiction over different areas and types of marine activity, the Town encourages residents to contact the appropriate agency directly for the quickest response.
Please refer to the information below to identify which agency to contact based on your question or concern. Knowing where to direct a report helps ensure it reaches the agency responsible for addressing it.
Boater safety is everyone's responsibility. Take your time, know the rules of the waterways, and help keep Discovery Bay's waterways safe for everyone.

Do Your Part: Protect Our Pipes ⚙️
With the holidays approaching, kitchens will be busier and more cooking and cleanup will be happening at home. The Town of Discovery Bay would like to remind residents that what goes down the drain can have an impact on your home’s plumbing and the community’s wastewater system. A little extra care in the kitchen can help prevent clogs, sewer backups, and costly plumbing problems during the busy holiday season.
Help Keep Our Sewer System Flowing:
-
DON'T pour fats, oils, or grease down the drain. Let them cool, place them in a container, and dispose of them in the trash.
-
DON'T put food scraps, coffee grounds, or other solid waste down the sink. Scrape plates into the trash before washing.
-
DON'T flush wipes, paper towels, or other non-flushable items. Even products labeled “flushable” can contribute to blockages.
-
DON'T use your toilet as a trash can. Only toilet paper and human waste should be flushed.

School's Back in Session🚸
As students and families return to their regular school drop-off and pick-up routines, we encourage everyone to use extra care on the road.
Please stay alert, watch for pedestrians and bicyclists, and allow extra time when traveling in school zones.
A few moments of caution can make a big difference in keeping our community safe!

When Local Creativity Meets Community Pride 🎨
The Town of Discovery Bay is proud to showcase the incredible creativity and community spirit behind our Fence Picket Project!
Local schools, including Liberty High School, Heritage High School, Excelsior Middle School, and Vista Oaks Charter School, helped transform ordinary fence pickets into beautiful works of art, creating a colorful display that brings new energy and personality to Clipper Drive. Each painted picket represents the imagination, talent, and unique perspective of our local students.
A huge thank you to the students, teachers, and school communities who participated and helped make this project a success. Be sure to take a drive down Clipper Drive and enjoy these amazing displays created by our local artists!

Parks & Landscape Update:
Successful Aquatic Season &
Water Conservation Reminder 💧
| |
The Town of Discovery Bay would like to remind everyone that as temperatures cool, landscapes generally need less water than they do during the warmer months. Please take a moment to adjust your irrigation schedule for the season to help prevent overwatering, reduce water waste, and support responsible water use
in our community!
| The Town of Discovery Bay wrapped up another successful aquatic season. Thank you to everyone who joined us this Summer and helped make this season a great one! We loved seeing the community enjoy the facility throughout the Summer and look forward to another great season next year. | | | |
Water & Wastewater Update:
Your Wastewater Rates at Work Upcoming Projects 🔧
| |
When you pay your monthly water and wastewater bill, those funds support much more than the water that comes out of your tap or the wastewater that leaves your home. Those rates fund the operation, maintenance, repair and long-term replacement of the infrastructure needed to provide reliable service to Discovery Bay.
As a public agency, the Town of Discovery Bay does not operate its water and wastewater utilities for profit. State law requires utility rates to be based on the reasonable cost of providing service, and utility revenues may only be used for utility-related expenses.
The Town's five-year water and wastewater capital program represents a significant investment in maintaining Discovery Bay's utility infrastructure. For wastewater alone, the Town has identified millions in planned wastewater improvements, including treatment plant improvements.
These investments are intended to keep essential infrastructure functioning today while preparing the system for the long term.
A number of capital improvements are planned to maintain and improve these facilities, including several projects at Wastewater Treatment Plant 2 including:
- Belt Press Replacement
- Wastewater Pumping System Improvements
- Dewatering Improvements
- Decant Station Improvements
- Plant 2 Fencing
- Solar Dryer Improvements
- And More!
