Utility Billing Update - New Statements April 2026! đź§ľ

The Town of Discovery Bay has implemented a new financial management system to improve accounting, utility billing, and overall financial services. As part of this upgrade, residents will notice a few changes to their utility bills beginning in April 2026.


What to Expect:


âś” New Utility Bill Design

Your monthly statement will feature an updated layout and appearance. A sample of the new bill format is included with this notice to help you become familiar with the changes.


âś” New Customer Account Number

All utility accounts have been assigned new account numbers under the updated system.


âś” AutoPay & Online Payments

The Town will continue using Express Bill Pay, and residents do not need to update or take any action. Customers currently enrolled in AutoPay will continue to have payments processed.

🏊🏻‍♂️ Community Center Pool Update - Temporary Closure

The Discovery Bay Community Center Pool is temporarily CLOSED for safety repairs.


Out of an abundance of caution, District staff are working with our vendors to complete the necessary work as quickly as possible.

 

We know the weather is beautiful and that this closure is an inconvenience for everyone who comes out to enjoy the Community Center pool.


We truly appreciate your patience and understanding as we put safety first.

 

We will share updates and an anticipated reopening date as soon as more information is available. Please stay tuned to our website and social media channels for the latest information.

Director Ashley Porter Assembly District 11 Woman of the Year!

In addition to serving as a member of the Board of Directors for the Town of Discovery Bay since 2020, Ashley serves as a manager at TEC Equipment with over 10 years of experience in sales and transportation.


She was diagnosed with multiple sclerosis (MS) on October 15, 2022, and she has since advocated passionately, using her journey to raise awareness and support others navigating the challenges of MS.


In recognition of #WomensHistoryMonth during March 2026, the California Legislative Women’s Caucus is paying tribute to public-spirited individuals and their contributions.

📆 New Board & Committee Meeting Agendas

We’re excited to share that we’ve launched a new agenda management system, eScribe, to improve how we prepare and share Board meeting materials. You may notice that agendas and staff reports have a new look!


This upgrade is a major step forward in increasing transparency—one of the District’s top priorities.


The new system is designed to help residents more easily navigate agenda items, access attachments, and better understand the topics being discussed and decisions being made.


Regular Board meetings are held on the 1st and 3rd Wednesdays of each month at 7:00 p.m. Committee meetings take place on the 1st Wednesday of the month beginning at 3:30 p.m. and continue through the start of the Board meeting at 7:00 p.m.

Assistant General Manager Recognized as National Public Service Champion!



The Town's Assistant General Manager Stephen Griswold has been recognized as one of the nation’s 250 Public Service Champions by the National Academy of Public Administration.


This national recognition honors public servants who go above and beyond in serving their communities, demonstrating excellence, leadership, and a commitment to making a positive impact.


Selected from nominations across all 50 states, this distinction highlights the vital role local government professionals play in strengthening communities and advancing public service.

Budget Award & Government Finance Professionals Week

In celebration of #Government Finance Professionals Week, the Town of Discovery Bay adopted a resolution that proudly recognizes the outstanding work of our Finance Team and their commitment to transparency, accountability, and fiscal excellence.


We are especially proud to share that our team was recently honored with the Operating Budget Excellence Award for FY 2025–2026 by the California Society of Municipal Finance Officers.


This prestigious recognition highlights the team’s dedication to delivering a clear, strategic, and high-quality budget that supports the Town’s priorities and long-term financial health.

đź’§ HydroCorp Cross-Connection Survey Notification

Protecting our community’s drinking water is a top priority. The State of California requires all public water systems—including ours—to maintain a Cross-Connection and Backflow Prevention Program.


This program helps prevent non-potable water (such as water from irrigation systems, pools, hoses, or the Delta) from flowing back into the public water system, where it could create potential health risks.


What This Means for You:

To stay compliant and keep our water safe, the Town has partnered with a certified specialist, HydroCorp, to conduct cross-connection surveys throughout the community.


You may receive a notice to schedule an assessment at your property. If you do, please respond promptly so any potential issues can be identified and addressed before they become a problem.

SR-4 Delays - Plan Ahead! ⚠️

Caltrans District 10 is starting major work along State Route 4 (SR-4) near Discovery Bay that will impact travel through early 2027.


Work includes the SR-4/Old River Bridge Project (February–November 2026) and the Delta Pavement Improvement Project (March 2026–February 2027).


Motorists should expect extended one-way traffic control in the area, with additional overnight traffic controls throughout the corridor, along with two full weekend highway closures (dates TBD). Boat traffic at Old River Bridge will also be restricted through July 2026.

County Advisory Body Openings

Contra Costa County has several openings on various Boards & Commissions available for residents of District 3, which includes the Town of Discovery Bay.


These positions provide a meaningful opportunity to get involved, serve your community, and help shape important county decisions that impact local residents. Whether you’re looking to contribute your expertise or simply want to be more engaged in your community, it can be a great way to be involved.

Town of Discovery Bay Department Updates

Parks & Landscape Update:

Spring Cleaning, New Landscaping

& Park Repairs!

We’re excited to share some of the recent improvements happening around town to keep Discovery Bay looking its best!


New landscaping has been installed around Lakeshore and down the median of Discovery Bay Boulevard, bringing a fresh, updated look to some of our most visible corridors.


In addition, crews have completed a significant cleanup effort at Cornell Park, removing old landscaping and dead trees to create a cleaner, safer, and more welcoming space for the community to enjoy.


Behind the scenes, the Town is also hard at work maintaining our parks and playgrounds. This includes ongoing upkeep of park equipment to ensure it remains safe and in top condition, including the recent replacement of the poured-in-place safety surfacing at Slifer Park.



We’re proud of the work being done to enhance our public spaces and appreciate your continued support as we invest in keeping Discovery Bay beautiful and inviting for all.

Water & Wastewater Update:



New Wastewater Plant Manager & Water Conservation

Spring has officially arrived, bringing warmer weather and a great reminder to adjust your irrigation schedules. As temperatures rise, please be mindful of your water use and avoid overwatering—small changes can make a big difference in conserving this vital resource.


Did you know all of Discovery Bay’s drinking water comes from groundwater wells?


The Town of Discovery Bay CSD pumps water from the East Contra Costa Subbasin, which supplies groundwater to communities throughout eastern Contra Costa County.


Protecting this resource starts with everyday actions like conserving water, preventing pollution, and supporting sustainable groundwater management.

Also, please join us in welcoming and congratulating Jeff Dobretz on his new role as Plant Manager with Veolia!


Jeff has been a dedicated part of the Discovery Bay team for over a decade, supporting operations at our wastewater treatment plant, and we’re excited to see him step into this leadership position.


Veolia is the Town’s contracted partner responsible for operating and maintaining our water and wastewater treatment facilities.

 

Community Center Update:


Weekdays: 7 am-5 pm & Weekends: 7:30 am-5 pm


The pool is CLOSED for the Winter season. Please check back in the Spring for the Summer 2026 schedule.


The Town of Discovery Bay offers a wide range of programs for all ages—from youth sports, fitness classes, and art workshops, senior activities, & family events.


In 2025, we were excited to introduce many new offerings, including a Book Club, Mat Pilates, Total Body Conditioning, Youth Ballet, Kinder Tots, Parent & Me Dance, and Youth Lyrical Jazz classes.
