2026 Board of Directors President - Bryon Gutow

At their December 17, 2025, meeting, the Town of Discovery Bay Board of Directors voted unanimously to elect Director Bryon Gutow as Board President for 2026 and Director Kevin Graves as Vice-President.

First elected to the Board of Directors in 2018, President Gutow brings experience and dedication to his leadership role and currently serves on the Parks & Recreation and Communications Committee.

Congratulations to President Gutow and Vice President Graves, we look forward to their leadership, collaboration, and continued commitment to serving the Discovery Bay community this year!

County Advisory Body Openings

Contra Costa County currently has three openings specifically for residents of District 3, which includes The Town of Discovery Bay.

Heads Up! Cross-Connection Survey Notification

Protecting our community’s drinking water is a top priority. The State of California requires all public water systems, including ours, to operate a Cross‑Connection and Backflow Prevention Program. This program prevents non-potable water, like from irrigation systems, pools, hoses, and the Delta, from flowing back into the public water system, which could pose health risks.

To make sure we’re maintaining compliance, the Town has contracted with a certified specialist (HydroCorp) to conduct cross-connection surveys at properties in town. You may receive a notice to schedule your assessment, at which time it’s important to respond promptly so any potential hazards can be identified and addressed before problems occur.

Winter Weather Preparedness ☔

Winter storms bring heavy rain, strong winds, and power outages.

Residents are encouraged to prepare their homes in advance by clearing gutters & storm drains, securing outdoor items, keeping emergency supplies on hand including flashlights, batteries, and backup power options.

Sandbags are available through Contra Costa County and Reclamation District 800 to help protect properties in flood-prone areas.

Harbor Pointe Apartment Complex Proposal

Disclaimer: This is not a Town of Discovery Bay project and as a result, the Town has no authority or decision-making power over this project. Please direct all questions or concerns to Contra Costa County.

Contra Costa County has confirmed that the application for the proposed Harbor Pointe Apartments in Discovery Bay is now complete. The project calls for a 170-unit affordable housing community featuring seven three-story buildings, two manager’s units, and shared amenities such as a clubhouse, play area, dog park, and picnic space. Parking for 305 vehicles, including solar-covered spaces, is also included.

The developer has proposed the project as 100% affordable housing, with units set aside for very low- and low-income households. Because it qualifies under SB 330 (Housing Crisis Act of 2019), the project is subject to ministerial approval, meaning the County cannot deny it if it meets state standards.

The Town of Discovery Bay Board of Directors has formally opposed this project, submitting letters and public comments to County planning staff, the County Supervisor, and state elected officials. Many residents have also voiced opposition. However, under state law (SB 330 – the Housing Crisis Act of 2019), the County cannot deny qualifying housing projects if they meet objective standards. This means that despite concerns raised by the Town and the community, the project remains eligible to move forward at this time.

Parks & Landscape Update:

New Pickleball Courts Opened & Landscape Upgrades/Repairs

We were excited to celebrate the opening of six brand-new pickleball courts at the Discovery Bay Community Center — open and ready for play today!

A huge thank you to the DBRS Pickleball Club for their incredible partnership and generosity. Their contributions made this project possible and helped bring even more recreational opportunities to Discovery Bay!

With these new courts, our Community Center now features multiple pickleball and tennis courts for residents to enjoy.

The Town’s dedicated landscape team has been hard at work this season, repairing irrigation main leaks to prevent water loss and ensure our park systems operate efficiently. At the same time, the team is managing major landscaping update around town including along the edges of Slifer Park, enhancing both the appearance and functionality of the park for residents.

These combined efforts reflect the Town’s commitment to water conservation, preventive maintenance, and providing safe, attractive spaces for the community to enjoy year-round.

Water & Wastewater Update:

Wastewater System Condition & Long-Term Planning

Each year, the Town conducts a comprehensive sewer line assessment using SL-RAT that quickly identifies restrictions that could lead to blockages. This helps the Town to be more effective in routine cleaning of the collection system, where it's needed to prevent potential sanitary sewer overflows.

This annual assessment helps the Town identify areas that need attention and prioritize preventive maintenance and future upgrades before problems occur. Using this data-driven approach improves system reliability, protects public health and the environment, and ensures ratepayer dollars are invested where they are needed most.

The Town is currently also working on its 2025 Urban Water Management Plan (UWMP) and Risk & Resilience Assessment, both of which are state or federally mandated documents.

Together, these plans help guide long-term water supply planning and evaluate potential risks and vulnerabilities to help ensure the reliability, safety, and resilience of the Town’s water treatment and distribution system.

The Board of Directors received a progress update on this work from the Town’s consultant at its November 5, 2025 meeting. These planning efforts help the Town remain prepared for future challenges while continuing to provide safe, reliable water service to the community.

The Town of Discovery Bay offers a wide range of programs for all ages—from youth sports, fitness classes, and art workshops, senior activities, & family events.
