As part of California’s Annual Water Professionals Appreciation Week (October 4-12, 2025), the Town of Discovery Bay is proud to recognize the essential role of our dedicated staff and contract partners, including Veolia North America, who work every day to provide safe, reliable water and wastewater services to our community.


We deeply appreciate the commitment of our highly trained operators, technicians, and specialists who ensure that Discovery Bay residents have clean drinking water and dependable wastewater services year-round. Their expertise keeps our community safe, healthy, and thriving.


Water careers are vital to every community across California, and we are proud of our team here in Discovery Bay and grateful for water professionals across the state who make a difference every day.

✂️ Regatta Park Ribbon Cutting 🎉

The Town of Discovery Bay Board of Directors and staff were proud to join Supervisor Diane Burgis, Contra Costa County Public Works, and our amazing community to celebrate the ribbon-cutting of the new Regatta Park playground.


This park improvement is here thanks to the great partnership between Contra Costa County and the Town of Discovery Bay—combining County investment and Town leadership to deliver a safe, shaded, and inclusive space for families.

🚧 NEW - Town Administration Building Construction Update 🏗️

Construction on the Town’s New Administration Building is Underway! This is a vital investment in our community’s future. This facility will not only provide staff with the space needed to keep Discovery Bay running efficiently, but more importantly, it will improve accessibility and service for residents.


Once complete, this new facility will provide residents:


  • A convenient, centralized location to pay water bills in person đź’§


  • A modern public meeting space for Board of Directors meetings, encouraging greater community participation and engagement đź—Ł


  • A high-quality facility built in the most cost-effective modular design, saving ratepayers dollars đź’°

NEW - Election Ballot Drop Box!

We are pleased to announce that a secure ballot drop box has been installed at the Discovery Bay Community Center to make voting more convenient for our residents. Beginning October 6, 2025, you may drop off your completed ballot. Election day is Tuesday, November 4, 2025.


The ballot drop box offers:


  • Convenience – Submit your ballot early
  • Security – All ballots are collected and processed by county election officials
  • Accessibility – Centrally located at the Community Center for easy access

CSDA Annual Conference 2025


Did you know that the Town of Discovery Bay is a Platinum Level Special District?


This is the highest level of distinction awarded by the California Special Districts Association (CSDA), and the Town is 1 of only 13 Platinum-level districts out of 3,300 special districts in California!


In August, the Board of Directors and staff attended the CSDA Annual Conference, the premier event for special district leaders across the state!


By participating, our team gained insights on the latest tools and best practices, built valuable connections with experts and peer districts, and brought home new ideas to strengthen how we serve Discovery Bay.


We’re proud to represent our community on the statewide stage and to bring back ideas and best practices to better serve you!

🛟Purchase Dock Address Signs


Residents can order customized dock signs directly through the Town of Discovery Bay. These signs help identify your dock and promote safety and organization along the waterfront.

Don't Let Wipes Wreck Our Pipes đź§»

Single-use wet wipes might seem handy, but here in Discovery Bay, they’re causing serious problems for our sewer system. Many wipes claim to be “flushable,” but they don’t break down like toilet paper.


When flushed, they can get caught on roots, mix with grease, and form big clogs that block pipes and damage pumps. That means costly repairs that affect all of us as residents and ratepayers.


Do your part: Always toss wipes in the trash—not the toilet—and help keep our community’s system flowing smoothly!

Contra Costa County Update

Harbor Pointe Apartment Complex

Disclaimer: The following update is being shared by the Town of Discovery Bay on behalf of Contra Costa County. This is not a Town of Discovery Bay project. The Town has no authority or decision-making power over this project. Please direct all questions or concerns to the Contra Costa County Planning Department (contact below).


Contra Costa County has confirmed that the application for the proposed Harbor Pointe Apartments in Discovery Bay is now complete. The project calls for a 170-unit affordable housing community featuring seven three-story buildings, two manager’s units, and shared amenities such as a clubhouse, play area, dog park, and picnic space. Parking for 305 vehicles, including solar-covered spaces, is also included.


The developer has proposed the project as 100% affordable housing, with units set aside for very low- and low-income households. Because it qualifies under SB 330 (Housing Crisis Act of 2019), the project is subject to ministerial approval, meaning the County cannot deny it if it meets state standards. A decision is expected by mid-October 2025.


The Town of Discovery Bay Board of Directors has formally opposed this project, submitting letters and public comments to County planning staff, the County Supervisor, and state elected officials. Many residents have also voiced opposition. However, under state law (SB 330 – the Housing Crisis Act of 2019), the County cannot deny qualifying housing projects if they meet objective standards. This means that despite concerns raised by the Town and the community, the project remains eligible to move forward.

Town of Discovery Bay Department Updates

Parks & Landscape Update:

Small Dog Park Re-Opened & Pickleball Court Construction

The Small Dog Park will officially reopen this Saturday, September 27, 2025. The new fencing is complete, and the park is safe and ready for use again.


Thank you all for your patience during the closure—we’re excited to welcome our four-legged friends back to their space!

Construction has officially begun on the Town’s pickleball court conversion project. Over the coming weeks, the existing tennis courts will be carefully transformed into dedicated pickleball courts to better serve the growing demand for this popular sport.


This project represents an exciting investment in recreation for our community, and we look forward to welcoming players to the new courts once construction is complete!

Water & Wastewater Update:



Lift Stations Rehab, Solar Driers, Well 8, & Hydrants!

Our Wastewater team is hard at work! Crews are rehabilitating several lift stations across Discovery Bay—critical facilities that help move wastewater through the collection system.


In addition, new roofs have been installed on some of the Town’s solar dryers, improving durability and helping keep the Wastewater Treatment Plant operating at peak efficiency.

The Town’s Water team is project-managing the construction of the new Well 8, which will include on-site water treatment to further enhance water quality and reliability for the community. At the same time, crews are repairing and testing fire hydrants throughout town ensuring community safety and readiness in case of emergencies.

Finance Update:

The Town is proud to announce another clean audit for Fiscal Year 2024-2025 ending June 30, 2025! âś…


Independent auditors confirmed strong financial management and full compliance, reflecting our continued commitment to transparency and fiscal responsibility.
