The 38th Guam Legislature has released the FY2026 Budget and plans to begin discussion on Monday, August 11th at 1:00 p.m. The budget reflects a half-point rollback of the business privilege tax (BPT). The Chamber will continue to press senators to roll back the BPT from 5% to 4%. We urge the membership to call or write the senators as well.
We’ve curated some quick updates for you this weekend as we give a fond farewell to the days of summer and ease into back-to-school activities and engaging fall events. I look forward to seeing you at a Chamber event very soon!

Members of the Joint Foreign Chambers of the Philippines (JFC) are organizing the 2025 Arangkada Philippines Investment Forum to be held on September 25- 26, 2025, at the Marriott Grand Ballroom, Pasay City, Metro Manila, Philippines.
Since 2012, the Arangkada Philippines Forum has provided a dynamic platform for policymakers, business leaders, and investors to engage in insightful discussions on the country’s investment climate, regulatory landscape, and emerging market opportunities.
This year, the Forum aims to promote investments and business growth in the Philippines, emphasizing its potential as one of Asia’s fastest-growing economies.
There will be plenary sessions, sectoral breakout discussions, and business-to-business and business-to-government opportunities, focused on the JFC’s seven big winner sectors of tourism, agribusiness, infrastructure, manufacturing and logistics, critical minerals, creative industries, and Information Technology and Business Process Management.

Americans Back Pro-Growth Tax Policies
Americans strongly support pro-growth tax provisions in the One Big Beautiful Bill Act (OBBBA), according to a new U.S. Chamber poll. The data shows robust backing for tax policies that promote business investment, innovation, and job creation.

"Something may be getting lost in translation when people just describe it as 'one big, beautiful bill' and so we're releasing polling data to really help inform the debate that when you do ask people about the particulars, there's strong support here," U.S. Chamber Executive Vice President Neil Bradley, told Fox Business.
Why it matters: Critical pro-growth provisions of the 2017 Tax Cuts and Jobs Act (TCJA) were set to expire at the end of this year—triggering a historic automatic tax increase.
- The OBBBA delivers the certainty and stability businesses need to plan confidently, invest in innovation, and create jobs—strengthening the American economy and helping raise wages for workers.
By the numbers:

71% say they would be more likely to support a candidate for Congress who voted to make the TCJA permanent.

65% support permanently extending key pro-growth provisions of the TCJA set to expire at the end of 2025.

62% support permanently allowing businesses to fully expense investments in machinery, equipment, and technology—policies essential for growth and competitiveness.
-
67% favor permanently restoring the deduction for research and development to allow for more investments in innovation that benefit consumers.

64% support permanently restoring the less restrictive deduction for business interest expenses, helping companies expand in communities and hire more workers.
What we’re doing: The U.S. Chamber, along with state and local chambers, has organized roundtables with lawmakers and local business leaders to show how the permanent, pro-growth tax provisions of the OBBBA will enable businesses to invest more in their communities, create jobs, and increase worker paychecks.
