Before you wrap things up for the holidays, we have one request - please take a few minutes to share your thoughts in our minimum wage survey. Your feedback will help guide the Chamber's position on proposed legislation, Bill No. 4-38, which proposes to tie the minimum wage to Guam's consumer price index (CPI). The Guam Chamber is seeking your input on the proposed adjustment to Guam’s minimum wage, which, under Bill No. 4-38, would be tied to the most recent Consumer Price Index (CPI) for Guam.

Nominations Open for the 2025

Reina A. Leddy Guam Young Professional of the Year Award

Deadline: December 26, 2025

The GYP is pleased to announce that nominations are still open for the Reina A. Leddy Guam Young Professional of the Year Award, a distinguished honor recognizing outstanding achievement, leadership, and service among Guam’s emerging professionals.

Established in tribute to Reina A. Leddy, a respected leader who championed the development and advancement of Guam’s young workforce, the award celebrates individuals who demonstrate exceptional professional accomplishments, leadership excellence, and meaningful contributions to the island’s business community.

The Chamber is invites employers, colleagues, community leaders, and organizations to submit nominations for qualified individuals using the official online form.

The deadline to submit nominations is December 26, 2025.

U.S. Chamber Updates

Middle Market Firms See Growth Despite Inflation

The latest RSM US Middle Market Business Index , in partnership with the U.S. Chamber, rose to 131.5 in Q4 from 123.3 in the previous quarter. These businesses are reporting stronger revenues and higher earnings.

Why it matters: Middle market businesses, a vital segment of the U.S. economy, are navigating inflation and higher costs while continuing to adapt and grow. Their performance signals broader economic momentum.

By the numbers:

Revenue growth: Over half (52%) of firms reported increases, and 58% expect further gains in the next six months.
Earnings improvement: Half of respondents noted higher net earnings, with 56% anticipating continued growth in early 2026.
Inflation pressures: 71% of businesses are paying higher prices, and 72% foresee further cost increases for themselves.

What they said:

“We’re going to get quite the tailwind from the tax cut [in the One Big Beautiful Bill Act],” Joe Brusuelas, principal and chief economist for RSM US, said during a recent livestream event. “Cash is going to start flowing. I expect the economy to grow next year well above trend.”
U.S. Chamber Executive Vice President Neil Bradley, in a statement, noted optimism: “Tax relief, eased regulations, and new AI efficiencies are giving the economy a solid boost, which is critical in helping offset higher costs from tariffs.”
