2025 JOURNEYMAN GRADUATES RECOGNIZED AT 27TH ANNUAL RACCA APPRENTICESHIP PROGRAM CEREMONY


The Refrigeration and Air Conditioning Contractors Association, Tampa Bay (RACCA) recognized the 2025 Journeyman graduates at their 27th annual Apprenticeship Program Graduation ceremony on May 7, 2025. Held at the Pinellas Technical College (PTEC) Clearwater, FL campus, the event also represented the 25th year of partnership between the Apprenticeship Program and PTEC.


RACCA Apprenticeship Program Administrator Keane Bismarck kicked off the evening by welcoming the graduates, students, instructors, RACCA board members, guests and special guest PTEC Clearwater Campus Assistant Administrator Kimberly Barker.


“The RACCA Apprenticeship Program has been a tremendous success for 25 years and though the Technical College has gone through some changes, RACCA’s involvement has been unwavering and very much appreciated,” Ms. Barker stated as she presented RACCA President Rene Pagan with an award commemorating the anniversary. An Open Letter from FRACCA: Support for H.J. Res. 38 and S.J. Res. 14 to Overturn the 2023 Biden-EPA Management Rule


To Whom it May Concern,


On behalf of the Florida Refrigeration and Air Conditioning Contractors Association (FRACCA), we write to express our strong support for H.J. Res. 38, a Congressional Review Act (CRA) resolution sponsored by Representative Neal Dunn (R-FL-2), and S.J. Res. 14, sponsored by Senator Roger Marshall (R-KS). These critical resolutions aim to overturn the 2023 Environmental Protection Agency (EPA) Final Rule: Management of Certain Hydrofluorocarbons (HFCs) and Substitutes Under the AIM Act (Management Rule) and direct the EPA to develop a new regulation that is consistent with congressional intent. Read more
