You, your employees and colleagues can collectively update your contact information, track your history and register for future meetings.

Board of Directors Spotlight: Ed Buczek
|
 Ed Buczek has worked for more than 25 years as a product management and technical professional in the building materials, roofing, coatings and adhesives industries.
As a senior product manager at Garland, Ed's responsibilities include business development, marketing research and analysis, product development, sales training and technical services.
Ed has been the acting treasurer of RCMA since January 2019 and has been a board member since 2014. We appreciate his dedication to RCMA and to the industry!
What you might not know: Ed enjoys coaching youth sports teams and serving in his local church with his wife and children.

Government Affairs Committee Updates:

As of the last newsletter, the committee had discussed outreach to Rep. Anthony Gonzales during the NRCA Roofing Day Fly-in regarding our concerns surrounding Method 24. Due to the COVID-19 pandemic and associated shutdowns, this item has been tabled until further notice. It is expected that once things return to a relative degree of "normal" we will take up this topic again.
RCMA continues to encourage all ASTM members to vote with comments, regardless of whether or not your vote is affirmative or negative.
Staff provided a brief report-out of other advocacy issues on the last monthly GAC call. Our efforts to-date have been centered on support of the Roofing Industry Coalition and other association sign-ons, most notably the Back to Work on America's Roofs (BWAR) campaign.
We continue to monitor CARB/SCAQMD regulatory activities. To date, there have been several CA Air Districts that have either adopted or are in the process of adopting the 2019/2020 AIM SCM, including Ventura, San Diego, Mojave, El Dorado, and Monterey.
RCMA staff continues to forward updates from the ACA VOC notification service as received. Additional information related to the PCBTF advocacy group has been forwarded to GAC-members. We have engaged in discussions with Howard Berman of E4 Strategic Solutions as a potential advocacy option regarding the upcoming PCBTF activity expected in California. The PCBTF/Exempt Compounds Task Force will be meeting in the near future to discuss the proposal and options to move forward.
The Government Affairs Committee monthly meeting is held via Zoom on the second Monday each month at 2pm eastern. Please contact George Fischer if you are not on the distribution list.
Development of the RCMA Training program is moving forward. The training task force is developing three training modules, each hosted by AIA. RCMA will become a registered AIA CES provider, allowing students to receive CES credit for completed modules. The task force is currently in the process of compiling the modules and is in need of appropriate photos/videos to embed in the training. If you have photos or videos you can contribute, please contact George Fischer with questions or comments.
Technical Affairs Committee Updates

The ballot for D6083 had a negative that was found persuasive at the June ASTM meetings, so work on a new ballot to address issues raised has begun. That ballot will be submitted to ASTM, and staff will notify members when the ballot goes live. Discussions continue with attempts to revise D7291 that would allow testing of fluid applied products. Currently, there are still unresolved negatives associated with the last D7291 ballot, so staff does not anticipate another ballot before the December committee week.
Regarding December committee week, ASTM has decided that it will be a virtual event again like in June. Staff will share details as they become available. As with all ballots, RCMA staff encourages all ASTM members with member companies to submit votes and, when possible, include comments regardless of voting in support, abstaining, or against an item. Comments are valuable when a task group discusses a ballot during committee week. The Cool Roof Rating Council (CRRC) is continuing to develop the Rough Substrate testing protocols, a process that RCMA's staff and members have been actively engaged in. RCMA's legal counsel has submitted a letter addressing RCMA's continued concerns with the process and aspects of the proposed protocol. CRRC's Board of Directors meeting on September 24, 2020 presented a new direction for the Rough Substrate working group to develop. The next Rough Substrate working group call is October 15th at 2PM Eastern and the next CRRC Board of Directors meeting is set for November 12, 2020. The California Statewide Utility Codes and Standards Team has completed their reports to the California Energy Commission (CEC) and the deadline for comments on those reports has past. RCMA staff submitted comments from members' collected feedback. The CEC is currently hosting a series of pre-rulemaking workshops. The next one that RCMA members should note is scheduled for October 13. As more details become available about the meeting, staff will pass along to members.
