Dear colleagues,
 
For educators across the state, the beginning of fall coincides with one of the busiest times of the academic year. And just like teachers and students in Mississippi's classrooms, we here at the Research and Curriculum Unit are picking up the pace and diving off into new and exciting projects.
 
The start of our fiscal year brought big news for our organization: The RCU and the Mississippi State University College of Education will help administer and implement a $27.9 million grant helping low-income students attend and be successful at college. Specifically, funding from the U.S. Department of Education's Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grant will support students in Greenville, McComb and Meridian making the jump from high school to one of Mississippi's institutions of higher learning or community colleges. We are excited to begin work on this seven-year initiative!
 
Another recent partnership between our two university groups and the MSU Department of Computer Science and Engineering also yielded new computer science endorsements for future elementary, junior high and high school teachers. The Mississippi State Board of Education-approved designations are a key component to fulfilling Computer Science for Mississippi, the Mississippi Department of Education's initiative to stock all statewide schools with educators trained to teach the growing field.
 
Our curriculum team is revising several curricula this academic year, developing new courses in Unmanned Aerial Systems and Fitness, Nutrition, and Exercise Science, and revitalizing work-based learning for the new Perkins V state plan. Project managers are currently scheduling revision meetings. Our professional learning and school innovations teams are hard at work with various early college high school initiatives. In October, our staff will provide instructional coaching support for the Michelle Obama (Jackson) and Greenville programs. Those visits will include instructional rounds, observations, reflection time and discussions with administrators.
 
Later this fall, our staff will help facilitate the November Leadership Assembly for administrators wanting to learn how to effectively lead ECHS programs. That month will also feature us providing support to the MDE by evaluating restructuring plans for districts with graduation rates below 85%. Our team will then assist schools to help them implement those plans.
 
We're also coming off a successful Coach University conference held July 9-12. The 19 participants in Cohort IV will receive on-site support through field visits. Other professional development initiatives are planned, including assisting the MDE with its Middle School Initiative and focusing on social-emotional learning with teachers.
 
Our latest New Teacher Induction cohort features 90 participants. The group attended methods training this summer, and late hires met with mentors and observed content, classroom management and other professional practices. In-class observations and further professional development will continue this fall.
 
We also celebrated a successful summer Mississippi Association for Career and Technical Education (MS ACTE) Conference. MS ACTE 2019 saw 1,113 attendees gain priceless professional development and learning opportunities through 198 sessions and 26 off-site field trips. Planning efforts for next year's event will begin soon!
 
Lastly, our assessment team is continuing its work on statewide testing, while our communication team is preparing a new season of webinars for 2019-2020 and the next edition of Connections, the MDE's career and technical education-focused magazine, for publication in November.
 
I'd like to take a moment and welcome Ben Alexander (assessment), Mauriesa Blackwell (assessment), Kellie Cauthen (curriculum) and Heather Craig (communication) to our organization.
 
Ben takes over as a data and research specialist after spending the last five years as either a principal or assistant principal at the middle and high school levels; Mauriesa, our primary contact for performance-based assessment, is a former science teacher who was named Teacher of the Year at Starkville High School for 2018-2019; Kellie leads development efforts for agriculture-related curricula after spending almost a decade providing and teaching health care services; and Heather, a former English lecturer at MSU and part-time RCU editor, returns to our group as a full-time editor.

This monthly publication is the primary avenue of communication from our assessment team and is filled with regular CTE news and calendar updates.

MSU Awarded $27.9M Federal Grant
to Support College Access and Readiness   
 
Mississippi State University will lead the GEAR UP Mississippi initiative after receiving a $27.9 million grant from the U.S. Department of Education. The program will bring MSU together with partners across the state, including three school districts, to prepare low-income students to enter and succeed in post-secondary education. Mississippi State University has been awarded a seven-year, $27.9 million grant to prepare low-income students to enter and succeed in post-secondary education.

The funding is through the U.S. Department of Education's Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) grant program. The grant will support students in the Greenville, McComb and Meridian public school districts and provide benefits for high school students aspiring to attend college across Mississippi.

"Education will play a vital role in preparing Mississippi to be competitive for generations to come, which makes it critical that we do everything we can to expand access to all educational opportunities," MSU President Mark E. Keenum said. "I am proud of MSU's leadership in GEAR UP Mississippi and I would like to thank our congressional delegation for supporting our funding request. I look forward to seeing all the positive ways this initiative will impact our state."
MSU's grant application was supported by U.S. Senators Cindy Hyde-Smith (R-Miss.) and Roger Wicker (R-Miss.).

"Mississippi State has established a well-respected program to prepare students, who might not otherwise have the necessary support, for college studies. This seven-year grant gives the university and its partners the capacity to reach more youth across Mississippi, which will benefit our state in the long run," said Hyde-Smith, who serves on the appropriations subcommittee that funds the GEAR UP program.

"The GEAR UP program can make a difference in the lives of students, providing them with the preparation and support they need to succeed in college," Wicker said. "This new grant will enable Mississippi State University and its partner organizations to provide these invaluable services to thousands of students across our state for years to come."

The principal investigator for the grant is Carol Cutler White, assistant professor in the MSU College of Education's Department of Educational Leadership. MSU's Research and Curriculum Unit is the lead center for the grant, overseeing the implementation and staffing for all professional learning services. Partners for the GEAR UP Mississippi program include the Mississippi Department of Education, Mississippi Institutions of Higher Learning, the Woodward Hines Education Foundation and ACT, Inc.  
 
"Mississippi State is proud to lead the federally funded GEAR UP initiative," White said. "In collaboration with our named school district and statewide partners, we are committed to creating evidence of effective practice in support of Mississippi students who aspire to attend college." 
Betsey Smith, RCU director and co-principal investigator for the grant, said GEAR UP will expand educational opportunities for students in Mississippi.

"Thanks to the great leadership provided by MSU and our congressional delegates, the RCU is excited to have the opportunity to be a leader in bringing together diverse perspectives to improve educational outcomes of students across our state," Smith said.

The GEAR UP program will identify a cohort of students in the partner school districts and work with them, beginning at the middle school level, to increase academic performance, increase high school graduation rates, increase enrollment in postsecondary education and increase their knowledge of postsecondary education options, preparation and financing. The RCU will support the school districts as they aim to strengthen academic outcomes and provide opportunities for career exploration.

In addition to students in the partner school districts, Mississippians throughout the state will benefit from GEAR UP initiatives. Project partners will develop a virtual reality tour app that includes all of Mississippi's public university and community colleges, as well as eight key industries. Additionally, a chatbot will be developed that can provide 24/7 responses to common state and federal financial aid questions. The Woodward Hines Education Foundation will provide financial aid application support for students and families and manage statewide ACT test prep services. RCU will work with the Mississippi Department of Education to provide targeted teacher training and STEM outreach.

MSU has several initiatives aimed at increasing access to higher education among Mississippi high school students and several programs in place to support students once they arrive on campus.

Approves Computer Science Endorsements
 
 
 
Shelly Hollis, the assistant director of the MSU Center for Cyber Education, assists students during a middle school computer science camp this summer in the Mississippi Delta. RCU project managers are working with Delta educators to remove barriers to computer science education. 
 
Future educators coming through the Mississippi State University College of Education now can graduate with a computer science endorsement.

The Mississippi State Board of Education recently approved a 12-hour pre-service computer science endorsement for Grades K-8 and an 18-hour supplemental endorsement for Grades 7-12. The board also approved computer science as an initial area of licensure through MSU's Master of Arts in Teaching Secondary program. 

Approval of the endorsements comes as part of a National Science Foundation grant. Faculty, staff and administrators from the MSU Department Computer Science and Engineering, College of Education and Research and Curriculum Unit collaborated with educators and industry professionals to determine the courses that will satisfy completion of the endorsements.
Courses identified as necessary to teach the Grades K-8 computer science standards are:
  • TKT 4763/6763 - Digital Tools for 21st Century Teaching and Learning
  • TKT 4583/6583 - Graphics and Web Design
  • TKT 4333/6333 - Introduction to Computer Science Education
  • TKB 4543/6543 - Advanced Information Processing
Courses covering the content and pedagogy necessary to teach the Grades 7-12 computer science standards are:
  • CSE/EDS 4990/6990 - Computing and Cybersecurity Classroom Integration
  • CSE 1284 - Introduction to Computer Programming
