Here are the opening remarks as prepared for delivery by Council Member Ydanis Rodriguez, who represents NYC Council District 10 - Washington Heights, Inwood, and Marble Hill.
Good afternoon. My name is Council Member Ydanis Rodriguez...
I want to thank my colleague Chair Francisco Moya for holding this hearing and all members of the public for taking the time to be here.
Like many of you in this room, I have dedicated my entire life to the social justice fight against racism and discrimination, police brutality, and representing the voiceless. We share the same goals to maintain the landscape of our community, a community where the working class can live with dignity and are not pushed out of their homes, and where we can build affordable housing according to the median income of CB 12.
The communities I have the honor of representing, Washington Heights, Inwood and Marble Hill, have historically been home to many immigrant groups that have influenced the culture of our entire city. Regardless of your country of origin, people have come from all over the world with the hope of creating a better life for themselves and their families.
My community, like other undeserved communities, has not benefitted from the investment necessary to create new economic opportunities. While other communities in the City have enjoyed public investments in new affordable housing, community infrastructure, education and training, we have been ignored by previous Administrations.
With the Inwood NYC proposal, we are striving to have an opportunity to address many of the challenges that have gone neglected for countless years.
There are certainly changes that will need to be made to this rezoning proposal to respond directly to community feedback. Today we are here to listen to your concerns and your voices on the proposed rezoning plan, particularly in the preservation and construction of affordable housing which we agree have to be more clearly defined and articulated by the Administration.
From the onset of this process, I have been consistent in demanding that we keep families in their homes by preserving existing affordable apartments and creating new affordable units for working families.
In the 12 years of the previous administration, only 250 affordable units were created.
I have been clear that we must protect our small businesses by creating affordable commercial spaces, contracting with MWBE businesses, and providing quality training for our labor force so that they have the ability to earn decent wages to build our new affordable housing.
Additionally, we must lead in tech and STEM education for K-12 to build a strong, local pipeline of talented high school students for an higher education degree in Mechatronics. This is one significant effort in leveling the playing field for women and people of color as they advance in the growing tech field.
We must ensure that future the institutions that are created are well-funded and focused on celebrating our diversity through investments in arts and culture, including a research and performing arts center where we can study the various immigrant cultures in New York City.
We must invest in service-providing community-based organizations to ensure their financial sustainability.
We must enhance our green spaces where our children can be exposed to sports that are so important to their development.
I'm eager to hear from all those who have come to testify today, particularly to learn more about your priorities and where you believe the City should invest resources, to create new opportunities for community residents.

Estas son las palabras de apertura preparadas para la presentación por el Concejal Ydanis Rodríguez, quien representa al Distrito 10 del Concejo de Nueva York - Washington Heights, Inwood y Marble Hill.

Quiero agradecer a mi colega el Presidente de este Subcomite Francisco Moya por tener esta audiencia y a todos los miembros del público por tomarse el tiempo para estar aquí.
Como muchos de ustedes en esta sala, he dedicado toda mi vida a la lucha por la justicia social contra el racismo y la discriminación, la brutalidad policial y la representación de personas sin voz.
Compartimos los mismos objetivos para mantener el panorama de nuestra comunidad, una comunidad donde la clase trabajadora pueda vivir con dignidad y no sea expulsada de sus hogares, y donde podamos construir viviendas asequibles de acuerdo con los ingresos medios de CB 12.
Las comunidades que tengo el honor de representar, Washington Heights, Inwood y Marble Hill, históricamente han sido el hogar de muchos grupos de inmigrantes que han influido en la cultura de toda nuestra ciudad. Independientemente de su país de origen, la gente ha venido de todas partes del mundo con la esperanza de crear una vida mejor para ellos y sus familias.
Mi comunidad, como otras comunidades inmerecidas, no se ha beneficiado de la inversión necesaria para crear nuevas oportunidades económicas. Si bien otras comunidades en la Ciudad han disfrutado de inversiones públicas en nuevas viviendas asequibles, infraestructura comunitaria, educación y capacitación, las administraciones anteriores nos han ignorado.
Con la propuesta de Inwood NYC, nos esforzamos por tener la oportunidad de abordar muchos de los desafíos que se han descuidado durante incontables años.
Sin duda, habrá cambios que se necesitarán en esta propuesta de rezonificación para responder directamente a los comentarios de la comunidad. Hoy estamos aquí para escuchar sus inquietudes y sus voces sobre el plan de rezonificación propuesto, particularmente en la preservación y construcción de viviendas asequibles, las cuales acordamos deben ser definidas y articuladas más claramente por la Administración.
Desde el comienzo de este proceso, he sido consecuente al exigir que mantengamos a las familias en sus hogares al preservar los apartamentos asequibles existentes y crear nuevas unidades asequibles para las familias trabajadoras.
En los 12 años de la administración anterior, solo se crearon 250 unidades asequibles.
He sido claro en que debemos proteger a nuestras pequeñas empresas mediante la creación de espacios comerciales asequibles, la contratación de empresas de MWBE y la capacitación de calidad para nuestra fuerza de trabajo para que tengan la capacidad de ganar salarios dignos para construir nuestras nuevas viviendas asequibles.
Además, debemos liderar en educación STEM y tecnología para K-12 para construir un flujo fuerte y local de estudiantes talentosos de escuela secundaria para obtener un título de educación superior en Mecatrónica. Este es un esfuerzo significativo para nivelar el campo de juego para las mujeres y las personas de color a medida que avanzan en el creciente campo tecnológico.
Debemos garantizar que las instituciones creadas en el futuro cuenten con fondos suficientes y se concentren en celebrar nuestra diversidad mediante inversiones en arte y cultura, incluido un centro de investigación y artes escénicas donde podamos estudiar las diversas culturas de inmigrantes en la ciudad de Nueva York.
Debemos invertir en organizaciones comunitarias que brindan servicios para garantizar su sostenibilidad financiera.
Debemos mejorar nuestros espacios verdes donde nuestros niños puedan estar expuestos a deportes que son tan importantes para su desarrollo.
Estoy ansioso por escuchar a todos los que han venido a testificar hoy, particularmente para aprender más sobre sus prioridades y en donde creen que la Ciudad debería invertir recursos, para crear nuevas oportunidades para los residentes de la comunidad.
