TENANTS DEMAND JUSTICE AFTER EIGHT MONTHS OF SLUMLORD INACTION ON VITAL REPAIRS
City and State Elected Officials and Community Leaders Join Call As Tired Saga Continues 8 Months after Tenants Were Left in Cold and Dark During Heart of Winter
New York, NY-On Tuesday, October 22nd, 2013, tenants from buildings 558, 560 and 562 West 183rd st. were joined by elected officials and community leaders to call for justice from their slumlord Hugo Eduardo Juarez, as they continue their long struggle for basic repairs in their buildings. Juarez--previously under a major investigation by attorneys general Andrew Cuomo and Eric Schneiderman after two immigration services organizations he operated were found to be defrauding undocumented immigrants--is facing civil contempt charges from his tenants. This saga began when Juarez left tenants without gas, heat and electricity last winter in February.
The NYC Department of Housing Preservation and Development (HPD) did a comprehensive inspection of all three buildings over the past week and their findings will be presented in court. Tenants have disputed the slumlord's claims that he has made fixes, due to their continued living in perpetually substandard conditions. The elusive slumlord, Juarez has only appeared in court three times throughout the length of the case, making it harder for tenants to bring substantial action against him and find an end to this terrible drama.
The tenants are due back in court on October 31st where the judge will assess HPD's findings and issue further fines against the slumlord, Juarez for a failure to make repairs if necessary. The numerous violations and lack of action by the slumlord is indicative of a larger issue that plagues the Washington Heights community, that of poor management and numerous tenant complaints from across the neighborhood.
Earlier this year, Council Speaker Christine Quinn, State Senator Adriano Espaillat, Assembly Member Gabriela Rosa, Council Member Ydanis Rodriguez and community leaders stood united calling for Juarez to end his slumlord practices, make the necessary repairs or sell the buildings to someone capable of managing them responsibly. While tenants were granted several months of rent abatement in a settlement of earlier civil contempt charges, they have not yet seen the necessary fixes and want this taken care of above all else so that they can live with the dignity they deserve.
"Over the past 8 months we have seen just how elusive New York City slumlords can be," said Council Member Ydanis Rodriguez. "That these tenants continue to live in a building in blatant disrepair, with egregious violations unfixed despite legal action and community uproar. Landlords like this have no place in Washington Heights and we will continue our efforts until justice is served and these tenants can live in comfort. We saw what happened last winter, but Mr. Juarez, know this, we are watching now."
"Given Hugo Eduardo Juarez's shameful record as a slumlord, our community can't take his word that conditions have improved for tenants in his buildings - we have to verify the truth for ourselves," said Senator Adriano Espaillat. "We have repeatedly defeated him in court, but we need to ensure these rulings lead to the health and safety improvements families have been promised. The low-income tenants Juarez has victimized know that it's starting to get cold again, and we can't let them repeat another nightmare winter without heat or power."
"Access to quality affordable housing is a basic human right. The fact that these tenants on 183rd street are forced to continue to fight for justice in housing court to hold their negligent landlord accountable for making necessary repairs to their buildings is unacceptable and immoral," said Assembly Member Gabriela Rosa. "As we approach the the cold weather months, we stand united in our call to force this shameful slumlord to make these repairs and to remind him that the local elected officials will not stand down and will continue to fight for the rights of these and all tenants throughout Washington Heights."

INQUILINOS DEMANDAN JUSTICIA LUEGO DE OCHO MESES DE INACTIVIDAD DEL CASERO USURERO EN HACER REPARACIONES VITALES

Nueva York-NY- El martes 22 de octubre de 2013, los inquilinos de los edificios 558, 560 y 562 West de la calle 183 dir�n presente ante un llamado para que se haga justicia de parte de su casero usurero Hugo Eduardo Ju�rez, al tiempo que prosiguen en su larga lucha para las reparaciones b�sicas en sus edificios. Ju�rez, quien estuvo previamente bajo una importante investigacion por los fiscales generales Andrew Cuomo y Eric Scheniderman, luego de que se descubri� que dos organizaciones de servicios de inmigraci�n que el operaba estaban defraudando a inmigrantes indocumentados que enfrentaban acci�n legal, luego de que el dejase a los inquilinos sin gas, calefacci�n ni electricidad en febrero, durante el pasado invierno.
El caso presente por desacato civil depende actualmente de una inspecci�n por HPD (Preservaci�n y Desarrollo de la Vivienda) de la ciudad de Nueva York, programada para ma�ana, en cuanto a si fueron realizadas las alegadas reparaciones en los edificios de apartamentos. Los inquilinos han refutado este alegato debido a la continuidad estar estos viviendo perpetuamente en condiciones de inferior calidad a manos de su casero usurero. El huidizo casero Su�rez ha comparecido �nicamente tres veces ante la corte en el transcurso del caso, dificult�ndole a los inquilinos el producir una acci�n sustancial contra el, y poner fin a este terrible drama.
A inicios de este a�o, la presidenta del concejo Christine Quinn, el senador estatal Adriano Espaillat, la asamble�sta Gabriela Rosa, el concejal Ydanis Rodr�guez y l�deres de la comunidad, todos unidos hicieron un llamado para que Ju�rez pusiera fin a sus pr�cticas usureras, realizando las reparaciones necesarias o que vendiese los edificios a alguien capaz de administrarlos responsablemente. A�n as�, en vista de que estas reparaciones no han sido efecuadas, oficiales electos de la ciudad y el estado estar�n nuevamente unidos en respaldo de los inquilinos y har�n nuevamente un llamado para la acci�n o un castigo severo.
Los inquilinos regresan de nuevo a la corte el 31 de octubre, donde el juez evaluar� las conclusiones de HPD e impondr� m�s multas contra el usurero Ju�rez, por no cumplir con hacer las reparaciones. Las numerosas violaciones y falta de acci�n del casero usurero es un indicativo de un tema mas amplio el cual acosa a la comunidad de Washington Heights, el de una p�sima administraci�n y numerosas quejas de inquilinos a todo lo largo del sector.
Mientras que a los inquilinos se les concedi� varios meses de disminuci�n del alquiler en un acuerdo alcanzado por cargos anteriores de desacato civil, los inquilinos todav�a no han visto las reparaciones necesarias y desean que estas se realizen por encima de todo, para poder vivir con la dignidad que se merecen.
"Durante los �ltimos 8 meses hemos visto cu�n evasivos pueden ser los caseros abusivos o slumlords de Nueva York", dijo el concejal Ydanis Rodr�guez. "Estos inquilinos siguen viviendo en un edificio en un mal estado tan flagrante, con violaci�nes graves que no han sido corregidas a pesar de las acciones legales y los reclamos de la comunidad. Esta clase de caseros no tienen lugar en Washington Heights y continuaremos nuestros esfuerzos hasta que se haga justicia y los inquilinos puedan vivir comodamente. Vimos lo que pas� el invierno pasado, pero se�or Ju�rez, tenga por seguro que esta vez estamos viendo muy de cerca lo que pasa ahora."

"A medida que nos acercamos a los meses de clima fr�o, estamos unidos en nuestra llamada para forzar a este casero sinverg�enza y abusivo a hacer estas reparaciones y recordarle que los funcionarios electos locales no nos resignamos y seguiremos luchando por los derechos de estos y todos los inquilinos en todo Washington Heights."
