Regional Equity and Recovery Partnerships Grant – Request for Applications

The Labor and Workforce Development Agency (LWDA) and the California Workforce Development Board (CWDB) are pleased to announce $24,050,000 in competitive grants to fund Regional Equity and Recovery Partnerships (RERP) between Local Workforce Development Boards and Community College Regional Consortia.
What is the RERP Grant?
RERP represents an acceleration and deepening of the existing Regional Plan Implementation efforts and will support and invest in partnerships attempting to add high road approaches to existing sector strategies and career pathway programs. “High Road” is a set of economic and workforce development strategies to achieve economic growth, economic equity, shared prosperity, and a clean environment. The strategies include, but are not limited to interventions that:
- Improve job quality and job access, including for women and people from underserved and underrepresented populations.
- Meet the skill and profitability needs of employers.
- Meet the economic, social, and environmental needs of the community.

Virtual National Summit for Educational Equity

The National Summit for Educational Equity, taking place April 25-28, 2022, brings together administrators, teachers/instructors, counselors, and educational leaders to focus on the individual, institutional, and systems-level work that are required to identify and remove barriers to access and opportunity; foster equitable learning environments; and increase and support pathways to an equitable workforce. The conference offers learning and community building opportunities through workshops, interactive learning sessions, and networking events to strengthen our equity lens and build our capacity to advocate and organize for change within our communities.

Integrated Education and Training in California Listening Sessions
|
|
Join CAEP TAP and High Road Alliance to participate in a new effort to identify and elevate effective practices, challenges, and opportunities related to the implementation of Integrated Education and Training (IET) in California. IET is defined in WIOA regulations as, “...a service approach that provides adult education and literacy activities concurrently and contextually with workforce preparation activities for a specific occupation or occupational cluster for the purpose of educational and career advancement” (34 CFR §463.35).
There are numerous examples of successful IET programs in California, and a rich array of training and technical assistance is available to support IET development. Still, more could be done to increase the impact of IET for the benefit of our adult education students and the State’s workforce and economic prosperity. By listening to the stories of adult education instructors, counselors, administrators, and regional leaders, CAEP TAP aims to learn what are the elements of effective IET programs, how these elements are combined in program models that could be replicated and scaled to serve higher numbers of adult students, and what professional development resources are needed to support college and adult school educators to deliver IET.

Using Adult Education Pipeline Data, CAEP Fact Sheets, and other Data Resources for Three-Year Planning (A two session professional development opportunity held on April 5 and 28)
Join this professional development opportunity to explore your Adult Education Pipeline and CAEP Fact Sheets data more in depth. This TWO session workshop will focus on using data to make decisions for three-year planning. These sessions will include an intermediary activity, breakout groups, idea sharing, discussions, and networking opportunities with your peers. Enrollment is limited to 30 participants. Participants must enroll and attend both sessions.
In Session One, WestEd will overview data tools that can inform planning alongside the 3-Year Plan and Guidance. WestEd will focus on using data and stakeholder input to identify priorities and opportunities for setting targets and consortium opportunities. Wendy Miller, Director of the San Francisco Adult Education Consortium will offer concrete examples and application of gathering and applying qualitative data from stakeholders to inform three-year planning efforts.
In Session Two, WestEd will explore Adult Education Pipeline’s longitudinal data feature and how it can be used to inform three-year planning. This session will feature the North Orange County Regional Consortium’s planning and analysis of demographic, educational, and other data resources to inform planning and identify targets for their three-year plan. This session will also include time to explore your data on the newly refreshed dashboard and then engage in discussion with the AEP dashboard team.

CAEP Deliverable Reminders

Quarter 2 Member Expense Report Due Tomorrow
|
|
|
|
The Quarter 2 member expense report was due on March 1, 2022. The consortium will need to certify by March 31, 2022. For the Quarter 2 member expense report, members will submit any remaining expenses covering active program years for CAEP. Prior to submission, members will review and confirm that all 2019-20 funds have been expended. Please note, any remaining 2019-20 funds will be returned to the State General Fund. If members have a remaining balance of 2019-20 funds, NOVA will generate an invoice with return steps.

CFAD and Governance Documents
|
|
The CFAD and governance documents for 2022 are connected to the three-year plan. The CFAD and governance documents are to be submitted and approved in NOVA by all consortium members by May, 2, 2022. The CFAD must be certified in order to submit and approve the three-year plan by June 20, 2022.
|

CAEP Quarter 4 Student Data
|
|
|
|
The CAEP Office is moving the CAEP Quarter 4 student data submission due date (for TOPSPro users) to July 15, 2022. The original due date was August 1st of each year. Each agency will need to plan accordingly.

2022 CFAD and Governance Certification in NOVA
Join CAEP TAP to walk through the new CAEP governance certification process that is part of the CFAD certification. Find out the various governance questions consortia must answer and certify by May 2, 2022. For those who are new to CAEP, or those who would like a refresher, CAEP TAP will review the CFAD certification process and how to complete an allocation amendment.

CAEP Dual and Co-enrollment Peer Learning Circle
Senate Bill 554 (SB 554) has emerged as a strategy effectively and equitably helping HSD or HSE students transition into credit college work. It is a tool that allows students to co-enroll while in an adult school program and colleges to waive the fees for those students. Join the dual enrollment peer learning circle to engage in robust dialogue with adult education practitioners to share general information, and practices on how to implement and expand SB 554.
