INTRODUCTION
University Area CDC (UACDC) is seeking qualified firms to provide professional architectural and engineering services to build an Economic Development Center located at 1920 E 136th Avenue Tampa, FL 33613. The selected firm will be responsible for comprehensive planning, development, and construction administration to ensure successful project execution.
PROJECT DESCRIPTION
New 10,886 (max.) square foot, 2-story building.
Approved Site Plan is a Planned Development (PD) that allows for:
- 9,386 square feet of additional “Professional Office, Professional Services & Health Practitioners Office”
- 1,500 square feet of “Accessory Retail” use.
First Floor:
- Tenants to include a health clinic, affordable pharmacy, business incubator space, a very small coffee café (no hot food), and potentially other box businesses depending on what can fit within the Planned Development. Tenant spaces will share common restrooms.
Second Floor:
- UACDC open office space to accommodate up to 30 employees with some private management offices and conferencing rooms.
SCOPE OF SERVICES
The selected firm will provide architectural and engineering services aligned with UACDC’s vision for the Economic Development Center. The scope of services includes but is not limited to:
Programming & Schematic Design Phase:
- Meetings as required with UACDC to establish a Program of Spaces for the new building and document project vision, goals and priorities.
- Provide Space Planning and Schematic Design to meet owner requirements.
- Provide Schematic Design Floor Plans for owner’s review and approval.
- Coordinate with Civil/Site Engineer (designated by UACDC).
- Provide 3-D renderings for marketing & fundraising.
- Participate in up to two in-person community engagement sessions.
Design Development Phase:
- Florida Building Code Data Review.
- Determine building systems to be used to best meet project requirements and budget.
- Determine exterior and interior building Furnishes, Fixtures, and Equipment.
Construction Document Phase:
- Provide a detailed set of documents for permitting bidding and construction to include: Architectural, Structural, Mechanical, Electrical, and Plumbing drawings.
- Coordinate with Civil/Site Engineer.
- Provide project specifications for bidding and construction.
- *Design with LEED Silver Certification
Bid/Permit Phase:
- Assist Owner in bid validation and determination of the successful bid.
- Respond to Contractor's Request for Information (RFI's).
- Consider requests for substitutions and prepare/distribute addenda identifying approved substitutions to all prospective bidders.
- Attend a Pre-Bid Conference with prospective bidders and provide clarifications or interpretations of the Construction Documents to all in the form of an addenda as needed.
- Participate and organize/conduct the opening of bids. Subsequently document and distribute the bid results, as directed.
- Submission of Signed & Sealed drawings electronically to Hillsborough County for permitting of the project.
- Respond to all Hillsborough County building permit review comments.
Construction Administration Phase:
- Review shop drawings & project material samples submitted by the Contractor as required by the Construction Documents.
- Attend bi-weekly (once every 2 weeks) Construction Field Meetings on site and inspect the project for general compliance with the Construction Documents. Construction duration to be determined.
- Provide written responses or clarifications to questions from the Contractor.
- Review Contractor's Applications for Payment and related Schedule of Values.
- Perform a Substantial Completion Inspection and provide a Punch List for items to be completed by the Contractor.
- Review any warrantee items for first year.
MINIMUM QUALIFICATIONS
Qualified firms must meet the following criteria:
- Demonstrated experience in large-scale urban planning and community development projects.
- Experience in economic feasibility and planning.
- Knowledge of federal, state, and local regulations related to community development.
SUBMITTAL REQUIREMENTS
Interested firms must submit the following:
- Letter of Interest – A brief statement outlining qualifications and experience.
- Firm Profile – Overview of firm history, key personnel, and relevant project experience.
- Project Approach – Description of proposed methodology and timeline.
- References – Contact information for at least three relevant past projects.
- Fee Proposal – Itemized proposed costs and payment structure with individual costs for each phase of the project as noted in Scope of Service section of this RFP.
Clarifications and/or Exceptions of Documentation:

Bidders requiring clarification or having a dispute with these documents must advise the UACDC of the nature of the required clarification or basis of the dispute, in writing, no later than Time on Day, Date via the email address provided. If no written contact has been made by this specified date, the Bidder waives the right to any future consideration and accepts the documents as published and/or revised by the UACDC. Additionally, submitting a signed bid shall be construed as a total compliance statement.
Addenda:
- It is the Respondent’s responsibility to review all available project documents including Addenda, Notices and Questions & Answers prior to submitting qualifications. Respondent shall acknowledge all addenda electronically within their submission.
- The failure of a Respondent to submit acknowledgement of any addenda that affects the proposal price(s) may be considered an irregularity and may be cause for rejection of the proposal.
SELECTION CRITERIA
Submissions will be evaluated based on:
- Qualifications and experience (30%)
- Project approach and methodology (25%)
- Cost proposal (30%)
- References and past performance (15%)
SUBMISSION DEADLINE
All sealed bids must be submitted by May 19, 2025, by 2:00PM.
