Governor Abbott Announces Approval Of Emergency Designation For Small Business Disaster Loans From U.S. Small Business Administration

Governor Greg Abbott today announced that the U.S. Small Business Administration (SBA) has included the entire state of Texas in its Economic Injury Disaster Declaration and granted access to its Economic Injury Disaster Loan (EIDL) program, which will provide long-term, low-interest loans to qualifying businesses across the state.

Mayor Eric Johnson: Dallas extends emergency declaration through April 29

That is the top question my office has received after I issued emergency regulations that limited community gatherings and service in restaurants and temporarily shut down bars, gyms, theaters, nightclubs, entertainment venues and other types of businesses.

What I say in response is that these steps were necessary to protect the health, safety and welfare of our people. But, of course, Dallas residents, businesses and workers alike are wondering when this will all be over.

Unfortunately, I don’t know the answer yet.

More than 1,000 registrants participated in this discussion including many Hispanic Business Enterprises (HBEs), Hispanic Chamber of Commerce leaders across the country, and many corporate members. Summary of Paid Leave Mandates Under the Families First Coronavirus Response Act

A short time ago, President Trump signed into law new paid leave mandates that will take effect on April 2, 2020, and sunset on December 31, 2020.

Stay tuned for details on a webinar AGC of America will host on this topic next week to help answer those questions, along with more information.
There remains opportunity to make improvements to these new mandates, as the Senate considers a third COVID-19 relief bill, with rumors of a fourth on the horizon. AGC of America will continue to press for avenues to make such improvements via legislative and regulatory means.
With this new bill under consideration, AGC of America will also be pushing for expedited public owner payments to contractors for losses associated with COVID-19-related project impacts to keep cash flows going, robust investments in infrastructure funding, and the protection of multiemployer pension plans, their participants, retirees and contributing employers—among other policy objectives.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) published “ Guidance on Preparing Workplaces for COVID-19 ” to help companies respond in the event of coronavirus in the workplace.   The guidance was developed in collaboration with the U.S. Department of Health & Human Services (HHS).   The document provides practical guidance for preventing the spread of COVID-19, also known as novel coronavirus, and contains information on safe work practices and appropriate personal protective equipment based on the risk level of exposure.   In addition to the guidance, OSHA recently launched a COVID-19 webpage .
