Legislative & Public Policy Committee


This standing committee serves as a public policy advocacy body on business and economic climate issues. This committee provides a forum and structure for cooperative educational and informational programs to keep members in the architecture, engineering, and construction industry informed on local, state, and federal issues. This Committee meets every Friday from 9:00 to 9:30 am to review and discuss current bills on the tracker.

RHCA Legislative Visits

Frontline Advocacy: The RHCA takes action by submitting Written Testimony, going on the record, testifying in person, or monitoring the Bill.



On Wednesday, April 19th, RHCA President & CEO John H. Martinez-D testified at a House committee hearing to help RHCA members gain access to project opportunities.

On April 4th, the RHCA joined fellow advocacy organizations, including the Texas Legislative Black Caucus and other allies.

Later that day, the RHCA attended a press conference spearheaded by the Texas Legislative Black Caucus in discussing proposed anti-Diversity, Equity, and Inclusion (DEI) bills and policies in this 88th Legislative Session.

On Thursday, April 6th, Fernando Avalos-Oviedo submitted written testimony related to a Senate Bill

On March 24th, State Representative Ana-Maria Ramos of District 102 and Mexican American Legislative Caucus member joined the RHCA's First Quarterly Membership Meeting and provided an update on the Texas 88th Legislative Session.

On March 21st, at the Greater Houston Business Opportunity Forum, RHCA President & CEO met with State Representative Ron Reynolds of District 27 (Houston), Chair of the Texas Legislative Black Caucus

February Legislative Reception & Visits

On February 7th, an RHCA delegation spearheaded by Board members Adrian Cano, Juan Valles, Rey Roca, Hector Ruiz, and Veronica Munoz held a reception for members and elected officials in Austin.


Among the attendants were Representatives Rafael Anchia (District 103), Carl O. Sherman (District 109), Toni Rose (District 110), Richard Hayes (District 57), Hugh Shine (District 55), Ed Thompson (District 29), Ryan Guillen (District 31), Glenn Rogers (District 60), and Senator Carol Alvarado (District 6).

On the next day, at the Texas House of Representatives in Austin, RHCA Members held 19 meetings in the legislator's offices.

Later that day, the RHCA was recognized and honored by Representative Rafael Anchia on the House floor.
