The City of Rolling Hills Estates is actively monitoring and listening to the health and policy experts at the federal, state and county levels and taking actions to adhere to requirements or implement policies based upon health expert recommendations.  This important email update is being sent to all City email subscribers to ensure the community is notified.

April 10, 2020 Citywide Update
New Los Angeles County Public Health Order
A new Health Officer Order is being issued extending stipulations, including Safer At Home requirements, through May 15, 2020. See revised order here.

The Order also requires essential businesses to provide a cloth face covering for all of their employees to wear while performing duties that involve contact with other employees and or the public and to post their physical distancing plans.

The public is also required to wear a face covering to enter essential businesse s. 

All public and private gatherings of any number of people occurring outside a single household or living unit remain prohibited.  Beaches, trails and trailheads and non-essential businesses remain closed.

It is critical that everyone continue to take these actions to slow the spread of COVID-19. The Order allows essential businesses to implement the new measures by April 15.
Virtual City Council Meeting April 14
Due to the COVID-19 pandemic, the Rolling Hills Estates City Council meeting of Tuesday, April 14 will be virtual. Know how you can access the live meeting and comment:

  • City Council meeting videos are live-streamed on the City’s website at www.rhe.city and available for viewing thereafter, and televised on Cox 33 and Frontier FiOS 38 on Wednesday and Friday following the meeting.

  • Members of the public may listen to the meeting live by calling: (1-669-900-6833) from any phone, Meeting ID: 865 014 450, Meeting Password: 650005. (Please note you will not have the ability to speak using the call-in option from a phone line.)

  • Public correspondence may be emailed to the City Clerk at laurenp@rollinghillsestatesca.gov. Emails received before 5:00 p.m. the night of the City Council meeting will be forwarded to the City Council for their consideration and included as part of the record. 

  • Members of the public may comment online using eComment on the “Meeting Agendas, Minutes & Videos” page of the City’s website (www.rhe.city/MeetingAgendas). Once the agenda is published, there will be an “eComment” button next to the linked agenda under "Upcoming Events". Follow this link to the City’s SpeakUp page. After you register, you may comment on any item on that particular agenda. These comments can be seen by the public, will be considered by the Council and become part of the record.

  • Members of the public who wish to speak during this meeting may join the Zoom meeting by accessing the ZOOM app from a computer (downloaded at Zoom.com) or tablet or phone (downloaded in the App Store), by entering the following credentials: Meeting ID: 865 014 450, Meeting Password: 650005

  • Members of the public who join the Zoom meeting will not have video, and may request to speak using  the following process: After joining the Zoom meeting, if you wish to speak, please select the "raise hand" option at the lower portion of your screen. The City Clerk will send you a chat message to identify which item on the agenda you would like to speak on and will unmute your mic at the appropriate time.

PV Transit Expands Dial-A-Ride Service
Palos Verdes Transit is now offering a free taxi service for Peninsula residents to assist those in need of transportation. The service is extended to Peninsula seniors (62+) and/or disabled and are not members of the existing dial-a-ride program. Trips can be taken anywhere on the Peninsula for any trip purpose and to surrounding cities for medical trips only. Please contact PV Transit to schedule a taxi service ride at (310) 965-5831 and reference account number 12552. 
The City has worked to maintain a reasonable balance that allows families and individuals to utilize parks and open space while adhering to the 6-feet social/physical distancing requirement at all times. While playground equipment, sports courts, and hiking trails are temporarily closed, horse arenas, bridle trails, pedestrian pathways and parks have remained open. However, as we come upon Easter weekend, please remember that group gatherings, organized activities, lessons and training at City facilities are not allowed during the duration of the “Safer at Home” Order. 
While the City understands the desire to spend time outdoors in order to maintain physical and mental health, there are safe and responsible ways to do so. We have several ideas and resources available to you on our website ( www.RHE.city/COVID19  or  www.RHE.city/virtualrec ).

Facial Coverings an Additional Tool
Face coverings are an additional tool to help prevent the spread of COVID-19 to others, but are not a replacement for social distancing and washing your hands often. Bandanas, scarves and homemade masks will work, but please keep medical grade and N95 masks
for frontline healthcare workers.

Interactive South Bay Cities COVID-19 Dashboard Now Available

An interactive COVID-19 status dashboard has been developed for the South Bay cities. The dashboard is hosted by the City of Torrance and reflects information sourced by the Los Angeles County Department of Public Health.
Local COVID-19 Testing Sites:
COVID-19 testing has expanded county-wide. While testing is more widely available, it is mostly reserved to residents of L.A. County who are experiencing symptoms of COVID-19 and those most vulnerable, such as:
  • Those with symptoms who are 65 and older
  • Those with symptoms who have underlying chronic health conditions
  • Those who are subject to a mandatory 14 day quarantine period due to a confirmed COVID-19 exposure (with more than 7 days of quarantine remaining)

Testing is by appointment only. Walk-up appointments are not available. The following locations have started testing for COVID-19:

Los Angeles County Department of Public Health COVID-19 Update
The Los Angeles County Department of Public Health (Public Health) has confirmed 18 new deaths and 475 new cases of 2019 Novel Coronavirus (COVID-19). Over the last 48 hours, there have been 900 new cases. Ten people who died were over the age of 65; seven people between the ages of 41 to 65 years old and one person between the ages of 18 to 40 years old. One death was reported by the City of Long Beach and one death by the City of Pasadena.
To date, Public Health has identified 8,430 cases across all areas of LA County, including 241 deaths. Upon further investigation, 22 cases and two deaths reported earlier were not LA County residents. As of today, 2,043 people who tested positive for COVID-19 (24% of positive cases) have been hospitalized at some point during their illness. Testing capacity continues to increase in LA county, with almost 40,700 individuals tested and 15% of people testing positive. 

Please note: Los Angeles County Department of Public Health report now includes cases by cities. As of April 7, 2020 the City of Rolling Hills Estates has nine (9) confirmed cases.
