City Council Meeting Recap | | |
At its July 28 meeting, the City Council took the following actions:
- Approved agreements with American Youth Soccer Organization Region 10 for the use of Highridge Park’s two grass fields and the Palos Verdes Peninsula Girls Softball League for the use of Highridge Park’s softball field.
- Approved the installation of a Western Sycamore tree and a bronze plaque at City Hall commemorating America’s 250th anniversary since the adoption of the Declaration of Independence.
- Approved the addition of a bronze plaque to the City's Recognition Wall honoring retired Administrative Services Director Mike Whitehead for his 21 years of dedicated service.
- Approved a $79,778 agreement with Motorola Solutions to replace several of the City’s Automatic License Plate Recognition (ALPR) cameras as part of the Peninsula-wide public safety network.
- Awarded a five-year agreement to Bennett Landscape for citywide landscape maintenance services in the amount of $35,405 per month ($424,860 annually), beginning September 1, 2026.
- Approved a Memorandum of Agreement for administration and cost sharing of the Coordinated Integrated Monitoring Program for the Palos Verdes Peninsula Watershed, continuing participation in a regional water-quality monitoring program for the Palos Verdes Peninsula Watershed, excluding an optional beach bacteria monitoring task (Santa Monica Bay Beaches Bacteria TMDL Monitoring).
- Received an update on the George F Canyon Nature Center Project and approved an additional $300,000 for unforeseen utility relocations, construction changes, and remaining project contingencies.
- Adopted a Title VI Nondiscrimination Policy, reaffirming the City's commitment to equitable access to programs and services and maintaining eligibility for federal transportation funding.
- Received a report from City Manager Grammer on the City’s Fiscal Year 2026–27 Work Plan.
- Discussed proposed amendments to the Municipal Code regulating bicycles, e-bikes, motorized devices, and wheeled vehicles on public equestrian paths and trails. Staff will return with an ordinance for introduction and adoption.
- Designated a voting delegate for the Cal Cities Annual Conference and Expo.

| | | City Awarded Certificate of Achievement in Financial Reporting | | |
The Government Finance Officers Association of the United States and Canada (GFOA) has awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Rolling Hills Estates for our annual comprehensive financial report for the fiscal year ended June 30, 2025. The report has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate it's financial story and motivate potential users and user groups to read the report. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting.

Congratulations to Fernando Estrada on his promotion to Administrative Services Director.
After serving as the City's Senior Accountant, Fernando has earned this well-deserved promotion through his dedication, commitment to public service and strong record of fiscal responsibility. He also holds a Master's Degree in Public Administration from CSU Long Beach, bringing both expertise and experience to his new leadership role.
As Administrative Services Director, Fernando will lead the City's finance, budgeting, and information technology functions.
Congratulations, Fernando, on this well-deserved achievement!
| | George F Canyon Nature Center Project Update | |
Construction of the new George F Canyon Nature Center continues to make excellent progress. Since work began earlier this year, crews have completed demolition of the previous facility, site grading and excavation, utility work, foundation construction, and structural framing. Most recently, roof framing was completed, marking another significant milestone and giving the community its first glimpse of the future Nature Center.

| Palos Verdes Drive North & Dapplegray School Intersection Improvement Project Update | |
Construction continues to progress on the Palos Verdes Drive North & Dapplegray School Intersection Improvement Project. Crews are currently installing new curb and gutter and making improvements to the multi-use path. As work advances, pedestrians and cyclists may encounter temporary detours while portions of the multi-use path are under construction. These detours will shift as construction progresses through different phases of the project.

RHE Emergency Preparedness Horse Census | |
The City of Rolling Hills Estates has launched an Emergency Preparedness Horse Census to help protect horses and support emergency response efforts during wildfires, earthquakes, floods, and other disasters. Horse owners are encouraged to complete the census form on the City’s website to help emergency responders better plan for evacuation, sheltering, animal rescue, and reunification during emergencies.

Summer is here and temperatures are rising. During summer months, it’s critical not to lose sight of smart water usage, and Cal Water is here to help! Cal Water offers indoor and outdoor conservation rebates and programs to help families save water every day, which not only lowers household usage but can help lead to lower bills. Check out Cal Water’s rebates for switching to high-efficiency equipment, smart landscape tune-up options, irrigation and sprinkler rebates, conservation kits, and more.
Additionally, through Cal Water’s Customer Assistance Program, households enrolled in certain public assistance programs or below a certain income threshold can receive a discounted monthly water bill. Visit Cal Water’s website to learn more about the assistance programs offered and find out if you’re eligible.
Cal Water also offers additional ways for customers to manage their bills. In partnership with PromisePay, Cal Water offers customizable, interest-free payment plans for customers behind on their bills. Payment extensions and alternative payment arrangements are also available.

Every year, the average American household loses more than 10,000 gallons of water to leaks. That wasted water shows up on your monthly bill, and, in California, it worsens our perennial water shortages by over 100 million gallons a year. You can check for leaks in your own home with just a few simple steps.
- Turn off all water inside and outside your home, including sinks, showers, laundry machines, and dishwashers.
- Locate your water meter, which is usually at the curb of your home.
- If the flow indicator (usually a triangle or star) is turning, you have a leak.

In April, the Lomita Sheriff’s Station officially launched the Virtual Deputy Program—designed to better serve our community while keeping deputies available for urgent calls.
What is the Virtual Deputy Program?
Community members can now schedule live video meetings with a deputy directly through the website for non-emergency matters, including:
- Reporting certain types of crimes
- Asking law enforcement-related questions
- Requesting extra patrol checks
Why use it?
This program helps reduce wait times, provides faster service, and ensures deputies remain available for priority and emergency incidents in the field.
Please note:
The Virtual Deputy Program is not intended for:
- Emergencies or incidents requiring immediate response
- Filing public complaints
- Traffic collision reports
This is just one more way LASD-Lomita Station is working to improve accessibility, efficiency, and service for our community.

- Secure all windows and doors of your vehicle - lock it.

Riding bikes can be a quick and fun way to get to around town and to school, especially on some of our City’s idyllic, tree-lined streets; however, bicycles, including e-bikes, scooters, mopeds, skateboards, etc. on equestrian trails are strictly prohibited in Rolling Hills Estates.
When riding bicycles, e-bikes, scooters, etc., be safe by following these simple tips:
- Ride in designated areas (i.e. bike lanes) and in the same direction as traffic and follow traffic signs and signals.
- Always wear a properly fitted helmet and securely fasten the chin strap.
- Never use electronics while riding – they are distracting.

Overnight street parking is prohibited in the City of Rolling Hills Estates.
Per RHEMC Section 10.24.090 (B)(1)
Permits allowing all night parking of vehicles may be issued dependent upon the length of time required by the applicant as follows:
Temporary permits for up to five days without application or investigation. Temporary permits may be renewed for additional five-day periods not more than twice consecutively or fifteen days maximum within any given calendar year.

The City of Rolling Hills Estates welcomes dogs along trails, in open spaces, and within parks. However, as a reminder, in order to promote the safety of the animals, the public, trail users, equestrians and their horses and surrounding wildlife, dogs must remain on their leash under the full control of its owner at all times, as required per the City’s Municipal Code and LA County Code (RHEMC §12.24.090 & LACC §10.32.010).
It is in all owners’ best interest to leash their dogs to prevent them from approaching other animals that could be fearful, aggressive or in training.
