City Council Meeting Recap

At its September 9 meeting, the City Council took the following actions:

  • Approved the purchase of an all-electric vehicle utilizing Air Quality Management District (AQMD) Subvention Funds to replace the vehicle currently utilized by the City Manager.
  • Introduced for first reading Ordinance No. 754, repealing Rolling Hills Estates Municipal Code (RHEMC) Chapter 8.08 pertaining to private alarm systems, and directed staff to return with the ordinance for second reading and adoption at the September 23, 2025 City Council meeting.
  • Adopted Resolution No. 2607, certifying the approval of the application for Proposition 68 grant funds, providing the required program certifications, and authorizing the City Manager to execute the agreement between the City and the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy for grant funding for the New Nature Center at George F Canyon.
  • Approved the Fourth Amendment to City Manager Employment Agreement and authorize its execution by the Mayor.
  • Additionally, the City Council proclaimed:
  • September 15- October 15 2025 as Hispanic Heritage Month honoring and recognizing Hispanic, Latinx, and Chicano culture and heritage as an important part of our inclusive community.

We’re excited to celebrate the City's 68th Birthday at our annual City Celebration this Saturday, September 13! This year, the event will be held at Ernie Howlett Park.


Due to a last minute change of venue, a few of our traditional animal activities won’t be part of the program this year, however, we’re thrilled to add FREE, fun, and interactive experiences for families and kids of all ages! Get ready for:

New Military Service Banner Program

The City of Rolling Hills Estates Military Service Banner Program has been established to honor and recognize active-duty military personnel and military veterans who reside in, or have immediate family living on, the Palos Verdes Peninsula.


Banners will be proudly displayed throughout the commercial areas along Silver Spur Road and Deep Valley Drive to celebrate our military heroes and commemorate the 250th anniversary of the Declaration of Independence, serving as an expression of appreciation for their dedication and service.


This program is fully funded through the support of participating local businesses. Banners are available on a first-come, first-served basis, with placement dependent on available sponsorships.


The 2026 Military Service Banner Program application period is open September 1, 2025 through November 1, 2025.


Military/Veteran Banners will display the official military photo of the service member or veteran, as well as their name and branch of the United States Armed Forces.


Criteria

To qualify for the Military/Veteran Banner Program, the following criteria must be met:

  • the honoree is an active duty member or military veteran (Honorably Discharged) of the United States Armed Forces
  • the honoree must be a current resident of the Palos Verdes Peninsula or have an immediate family member reside on the Palos Verdes Peninsula
  • must complete and qualify per application


Application Procedure -Apply by clicking the link below

 Applications must include:

  • verification of military status (see note below)
  • proof of residency (utility bill, California ID, or Driver’s License)
  • an official military photo of the honoree (photo must be high resolution – 150 dpi at 100% and must be sent electronically; no hardcopy photos will be accepted)


To verify active military status, please visit the Department of Defense website and submit a copy of the verification page with your application. If a military veteran, please include a copy of the Veteran’s DD214. If you are unable to locate the DD214, you may apply for a copy by visiting the National Archives website.

Tennis Club Court Reservation Pilot Program Survey

On June 2, 2025, the City of Rolling Hills Estates launched a six-month pilot program allowing court reservations for tennis court use during all operating hours. The new pilot program offers Tennis and Pickleball Players to reserve courts for weekday afternoon use.

Tracy Austin Doubles Tennis Tournament

Calling tennis players of all ages and skill levels -pick your partner and sign up for the annual Tracy Austin Doubles Tennis Tournament, which will be held on October 10, 11 & 12, 2025!


This long-time treasured event is a favorite that draws tennis enthusiasts from the Palos Verdes Peninsula and the greater South Bay area, and is one of the few tennis tournaments that welcomes junior players in all categories!

Palos Verdes Peninsula Multi-Jurisdictional Hazard Mitigation Plan

The Palos Verdes Peninsula cities are developing a local Multi-jurisdictional Hazard Mitigation Plan that will ultimately be reviewed and submitted for approval by state and federal emergency management agencies. The plan is an important emergency planning document that will identify hazards, assess risk from those hazards, and identifies possible strategies to reduce impacts.

 

Hazard mitigation is any long-term, sustainable action that reduces risk to people, property, and services from future disasters. Creating a comprehensive plan in advance helps communities identify risks and select mitigation measures. A Multi-Jurisdictional Hazard Mitigation Plan not only guides local governments in implementing these strategies but also makes them eligible for state and federal grant funding for emergency planning and mitigation.

 

We welcome and encourage community members to participate in during the planning process! Upcoming meeting information and materials will be shared on the PVPready.gov website. If you live or work on the Palos Verdes Peninsula, please take a moment to  fill out a short survey. This survey aims to collect your thoughts on any hazards and risks we face locally. Results from the survey will help us better coordinate future mitigation activities to create more resilient communities!

Save the Date: Prepared Peninsula Expo

Save the Date! The four cities of the Palos Verdes Peninsula are once again partnering to educate residents and the broader community on emergency preparedness at the Annual Prepared Peninsula Expo on Sunday, October 26, from 10:00 a.m. to 1:00 p.m. at the Palos Verdes Peninsula High School, 27118 Silver Spur Rd, in Rolling Hills Estates in partnership with the PV Farmers Market.


Join this year's expo to learn how to mitigate, prepare, respond, and recover should a disaster strike. This free event will teach you how to protect yourselves, your family, and your pets in a disaster.


This information-filled expo will provide a free lunch (while supplies last) and feature dozens of exhibitors, demonstrations, and equipment displays. Exhibitors include local organizations giving tips and tools and retail vendors selling preparedness goods, like extended life water, emergency bags, meals-ready-to-eat (MREs), and more. 


The Prepared Peninsula Expo is a great opportunity to learn from experts in emergency readiness about how to prepare your family and safeguard your home for an earthquake, wildfire, or other disasters.

Take it, Lock it, Keep it

Prevent vehicle theft and burglary with these tips:


  • Never leave valuables in plain view - take it with you.
  • Secure all windows and doors of your vehicle - lock it.
  • Take car keys and garage door remote devices with you when exiting the vehicle.


Remember, See something, say something. To report suspicious activity or to report a crime, contact the Lomita Sheriff's Station at (310) 539-1661 or 9-1-1 for emergencies.

Biking Reminders

Riding bikes can be a quick and fun way to get to around town and to school, especially on some of our City’s idyllic, tree-lined streets; however, bicycles, including e-bikes, scooters, mopeds, skateboards, etc. on equestrian trails are strictly prohibited in Rolling Hills Estates.


When riding bicycles, e-bikes, scooters, etc., be safe by following these simple tips:

  • Ride in designated areas (i.e. bike lanes) and in the same direction as traffic and follow traffic signs and signals.
  • Always wear a properly fitted helmet and securely fasten the chin strap.
  • Never use electronics while riding – they are distracting.

If you ride an E-Bike, or have children that ride them, familiarize yourself with these important tips:

Sharing the Trails

Remember to follow these tips when on bridle trails:


  • If approaching a horse from behind, always announce your presence. Call out to the rider and say something like "passing on the left, is that okay with your horse?"
  • It is important to understand that horses can be easily spooked by quick movement (including runners) or noises, especially from behind.
  • Recognize that horses always have the right of way, and all users must yield to a horse for safety reasons.

No Overnight Parking

Reminder:


Overnight street parking is prohibited in the City of Rolling Hills Estates.


Per RHEMC Section 10.24.090 (B)(1)


Permits allowing all night parking of vehicles may be issued dependent upon the length of time required by the applicant as follows:


Temporary permits for up to five days without application or investigation. Temporary permits may be renewed for additional five-day periods not more than twice consecutively or fifteen days maximum within any given calendar year.

PSA: Off Leash Dogs

The City of Rolling Hills Estates welcomes dogs along trails, in open spaces, and within parks. However, as a reminder, in order to promote the safety of the animals, the public, trail users, equestrians and their horses and surrounding wildlife, dogs must remain on their leash under the full control of its owner at all times, as required per the City’s Municipal Code and LA County Code (RHEMC §12.24.090 & LACC §10.32.010).


It is in all owners’ best interest to leash their dogs to prevent them from approaching other animals that could be fearful, aggressive or in training.
