Education Corner: Bill of the Week

SB24-104: Career & Technical Education & Apprenticeships


This bill aims to enhance the connection and collaboration between high school career and technical education and registered apprenticeship programs, with a focus on key industries.


What would the bill do?

  • Mandates the state apprenticeship agency to work together with the career and technical education division of the Colorado community college system to synchronize the high school career and technical education (CTE) system with the registered apprenticeship (RAP) system
  • This alignment specifically focuses on programs and occupations related to infrastructure, advanced manufacturing, education, and health care.


  • Both entities are required to increase the number of coordinated pathways, giving priority to programs and occupations identified as top jobs by the annual Colorado talent pipeline report

Is the Great Resignation over? Here's how turnover is trending in Colorado


Colorado employees appear to be staying put at their jobs, a sign that the pandemic-induced turnover tsunami could be slowing, according to a Business Journals analysis of turnover and job-opening data from the Bureau of Labor Statistics


The federal jobs report for December 2023 showed that the number of people quitting their jobs decreased by nearly 38% compared to December 2022, with separations decreasing by 20%.


Separations include quits, layoffs and retirements.

Investors are buying cheaper homes at a record rate — and certain markets have their attention


High mortgage rates have pushed investors to buy more low-cost homes than ever before, according to a new analysis by real estate firm Redfin Corp. 


Redfin's research shows that investors bought 26.1% of low-priced homes sold in the United States in the fourth quarter of 2023, the highest share on record and up from 24% a year ago. Investors purchased 16% of high-priced homes and 14% of mid-priced homes — both lower than their 2022 peaks but higher than before the pandemic.
