Provider Directory Highlights

The end of this month, 9 days from today, marks several critical deadlines as described below. We appreciate the ongoing partnership and patience of all regional centers and service providers in advancing these efforts. This work is a major investment in the infrastructure and future of California’s developmental disabilities services system. 

Need-to-Know

Rate Reform Updates

  • The completion date for the Service Acknowledgment Form for service code and subcode alignment is May 30, 2025. These forms must be completed and signed by providers no later than this date to avoid losing the rate portion of your QIP and having your billing suspended beginning July 1, 2025.   • Service code and subcode transitions will continue throughout the calendar year as authorizations are moved over to updated services during a person’s IPP meeting.  
  • The Department and HMA/Burns are reviewing survey data for service codes Transportation Company (875) and Early Start (805) in relation to their rate models’ cost assumptions. 
  • The Department and HMA/Burns are continuing the review of potential rate model options or modifications for areas in Family Home Agency, Residential (Level 7), Transportation Broker, and an excess travel option for mileage outside of the rate model assumptions. 
  • The Department recognizes the potential impact on certain providers and understands concerns regarding business sustainability following the conclusion of the hold harmless period and the adjustment to the rate model rates.  Providers are encouraged to submit relevant data and cost analyses to help address any inaccuracies in the existing rate models. 
  • The Department continues to review and evaluate the impact of rate reform. The evaluation will continue with engagement efforts and service category workgroups to review the outcomes of rate reform on areas including, but not limited to, rate sustainability, impact on workforce expansion, availability of resources, and hold harmless.   



Quality Incentive Program (QIP) Updates

  • The Department continues to issue QIP one-time incentive payments with instructions to regional centers. Regional centers have 90 days to issue authorized payments. The table at the end of this email provides their schedule. 
  • Focus groups continue to meet to discuss high level goals and potential reporting and quality measures for providers in FY 2026-27, 2027-28, and beyond. Members of the public can show their interest in joining the discussions by filling out the focus group interest survey on the QIP webpage through the month of June 2025.  
  • The next QIP full workgroup meeting will be virtual, on June 16 from 2 pm to 3:30 pm. Details will be made available on the Department’s Events website
  • Provider reporting measures for FY 2026-27 will be finalized by late summer 2025 and announced to providers and the public.  
  • The Employment Access and Employment Capacity incentives are available to providers through June 30, 2025. Providers who have directly assisted individuals in achieving competitive integrated employment are encouraged to submit information to receive these one-time incentives. 


Provider Directory Updates

The Provider Directory continues to grow and together we’re making progress toward the transition to centralized provider data management. We appreciate your continued support in getting every service provider into the Directory to improve the accuracy and completeness of provider information by May 30, 2025.  

  • Critical Deadline: As shared in the Department’s directive, all service providers must register, login, and submit their data within the Provider Directory by May 30, 2025. Service providers that do not meet the deadline will have their billing suspended beginning July 2025. Billing will be restored after a provider submits all their records in the Directory and they are validated by the Department. 
  • Excluded service codes are shared in Q16 of the Provider Directory General FAQs
  • For service providers included in rate reform, participation in the Provider Directory measures is the only way to attain the up to 10 percent quality incentive portion of the rate model from January 1, 2025, through June 30, 2026.    
  • Additionally, existing service providers included in rate reform will not be able to earn the QIP portion of the rate beyond June 30, 2025, until the next round of Quality Incentive measures are established for the period starting July 1, 2026. 
  • Growing the Directory: The Provider Directory now includes more than 22,500 vendor records, with approximately 16,700 records validated by both service providers and regional centers.
