ReCoverCA HBA Flood Allocation Forms and Marketing Materials Now Available

Golden State Finance Authority (GSFA) is pleased to announce that all forms and checklists for the 2023/2024 Flood Allocation under the ReCoverCA Homebuyer Assistance (HBA) Program are now available online.

About the Program

The ReCoverCA HBA Program helps low- and moderate-income households affected by recent floods transition into safe, stable housing in lower-risk areas.


With the new Flood Recovery funding available November 10, 2025, eligible applicants may receive up to $300,000 in forgivable loan assistance—at 0% interest and no monthly payments—to help bridge the affordability gap for home purchases.


Assistance can be used for down payment, closing costs, and prepaids, and is fully forgiven after five years of owner occupancy.



Note: During the first 60 days of the application period (November 10, 2025 – January 12, 2026), priority will be given to households that can demonstrate they were impacted by a flood event.



Qualifying Disaster Areas

Applicants must have lived in a HUD-designated Most Impacted and Distressed (MID) area during the disaster:



2023 MID Areas: Hoopa Valley Tribe (ZIP 95546), as well as Monterey, San Benito, Santa Cruz, Tulare and Tuolumne Counties


2024 MID Area: San Diego County
