This is a reminder that multiple funding allocations under the ReCoverCA Homebuyer Assistance (HBA) Program remain available, including 2017 and 2018 Fire Recovery and 2023/24 Flood Recovery funds. These resources continue to provide meaningful homeownership opportunities for low- to moderate-income households across impacted communities.

2017 and 2018 Fire Recovery Allocation - Funding Available

Funding remains available for the 2017 and 2018 Fire Recovery allocations, supporting eligible households whose primary residence was in a high or very high fire severity zone at the time of the qualifying disaster.


Program Highlights

  • Up to $350,000 in homebuyer assistance
  • Paired with a 30-year fixed-rate first mortgage
  • Assistance forgiven after 5 years
  • Less-than-perfect credit can qualify
  • Designed to expand affordability and long-term housing stability outside high fire risk or flood risk zones

2023/24 Flood Recovery Allocation - Funding Available

Funding for the 2023/24 Flood Recovery allocation remains available, supporting eligible households whose primary residence, as renters, was located in a qualifying disaster area at the time of the flood event.

(Effective Monday, Jan 12, 2026)

Applicants are no longer required to provide documentation of direct flood impact. Applicants must still have rented in a qualifying disaster area at the time of the applicable flood event.

As you are aware, we were evacuated for a wildfire, and it was a very traumatic experience for our family. Because of the cost of the down payment, we had been saving up to take the step of homeownership for several years when the fire hit. When we went to Change Lending, LLC, a suitable home in a less fire-prone area in our price range was still out of reach, was still several years away for us, so we had to continue living in a high fire hazard area while we saved.
The forgivable grant we received literally made all the difference in the world! We feel so much safer and secure, and the grant made homeownership possible for us where it would not have been otherwise. We were able to find a house that accommodates our growing family, in a far less fire-prone area with nearby fire protection, in a very nice, low-crime neighborhood. I would highly recommend this program to others, and personally know many people who would jump at the chance to participate. I have three young daughters, and I call this house the "Princess Castle." They have so much room to move around here, and I am grateful for the safety they have here!
