LADWP Co-Hosts Cool LA Heat Relief for Seniors Events to Help Customers Better Manage Impacts of Extreme Heat

As Los Angeles-area temperatures rise, LADWP partnered with the Los Angeles Department of Aging to host a series of Cool LA Heat Relief for Seniors events this summer. The event series is part of LADWP’s Cool LA initiative, designed to help customers better manage the impacts and risks of extreme heat—especially for older adults, income-qualified individuals and families, and those living in underserved communities.


Approximately 1,300 community members have attended the Cool LA Heat Relief events, where they were able to enroll in LADWP’s financial assistance programs, such as EZ-SAVE, Lifeline, and Level Pay, and learn about other LADWP rebates and programs. Additionally, about 1,150 portable room air conditioners were distributed free of charge to seniors aged 60 and older who pre-qualified for the giveaway.


LADWP and the L.A. Department of Aging have hosted three of these events this summer, at times with additional partners. The first was held in Watts in July, the second in Pacoima in August, and the third in Lincoln Heights in September. The fourth and final Cool LA Heat Relief for Seniors event of the year is planned to take place in Reseda in October.

Intermountain Power Project to Retire Coal-Fueled Generating Units With IPP Renewed

In July, LADWP CEO & Chief Engineer Janisse Quiñones, along with others from LADWP and project partners, toured IPP and the ongoing construction to see the project and its significance firsthand.

For almost four decades, the coal-fueled electricity generating units at the Intermountain Power Project (IPP) in Utah have provided a critical supply of reliable, dispatchable energy to Los Angeles. Since 2016, IPP has been the last remaining coal-fueled facility in LADWP’s energy portfolio.


In mid-2025, those coal units will retire, and new generation units, currently under construction, will come online. At start-up, these new units will be capable of running on a fuel blend of 30 percent green hydrogen and 70 percent natural gas. Eventually, the new units will be able to run on 100 percent green hydrogen.


These changes are part of a portfolio of projects called IPP Renewed. IPP Renewed, with its shift to a green hydrogen fuel blend, offers an alternative energy source with the reliability and dispatchability of coal but without the carbon emissions. As such, the project will play a key role in LADWP’s strategy and commitment to transition to 100 percent clean energy by 2035.

LADWP Earns Top Ranking in 2024 J.D. Power Sustainability Index

LADWP ranked first in the 2024 J.D. Power Sustainability Index, an evaluation that measures the nation’s largest electric utilities’ customer awareness, support, engagement, and advocacy for their local climate sustainability programs and goals. The index applies to 35 of the largest U.S. electric utility companies and cities serving 500,000 or more residential customers.


LADWP’s index score of 39 tied the utility with Sacramento Municipal Utility District for the top spot and also marked a 10-point improvement over its 2023 index score of 29. Its score increase solidified LADWP as the company that showed the most improvement over 2023.


“This result shows a major improvement for LADWP from just a year ago. It demonstrates that we are on the right track with our climate sustainability goals. We believe our plan is resonating with customers who appreciate the direction we are taking and see this critical work as a priority,” said LADWP CEO and Chief Engineer Janisse Quiñones.

David Hanson Appointed Interim Senior Assistant General Manager of the Power System


David Hanson has been appointed Interim Senior Assistant General Manager of the Power System. He has more than 20 years of experience with the Department, and his most recent previous role was as Director of Power Construction & Maintenance. Before joining LADWP, Hanson served for 10 years in the United States Navy Nuclear Powered Submarine Force as an Electrician's Mate First Class, Sub Surface.
