Welcome to the ICANN86 Policy Forum in Seville, Spain! This four-day meeting will give the ICANN community the opportunity to advance the policy work currently being discussed.


You will have many opportunities to engage with other members of the ICANN community and to enhance your understanding of the Internet ecosystem, including through the “How It Works” series of informational sessions.


We also hope that you will join us in remembering Alan Barrett, a member of the ICANN Board of Directors who recently passed away. There will be a hybrid memorial service on Wednesday, 10 June, at 13:30–14:30 CEST (11:30 UTC), and community members are invited to share their stories and memories of Alan while celebrating his life and legacy.


Whether you are joining us in person or online, we look forward to engaging with you this week.

ICANN Clarifies RDDS Email Contact Requirements for Registrars

ICANN has published a new advisory clarifying how ICANN-accredited registrars can meet their obligations when using web forms in Registration Data Directory Services (RDDS).

 

Under the Registration Data Policy, which took effect in August 2025, registrars may publish a pseudonymized email address or a web form instead of displaying a registrant’s direct email address. This was designed to support communication with domain name registrants while aligning with global data protection practices.

 

The advisory responds to questions from community members about whether certain web form implementations meet that requirement. In at least one case, a registrar’s form generated a system notification that someone was attempting contact, without allowing the sender to write a message or attach files.

 

The advisory clarifies how current obligations apply and outlines when web forms will be considered compliant as a way to facilitate communication between third parties and registrants.

SESSION HIGHLIGHTS

Tech Day

Since 2006, Tech Day has been a regular feature of ICANN Public Meetings. It offers a forum where newcomers can meet experienced participants to share presentations and discuss technical and operational registry issues, security matters, and other DNS-related work.


Tech Day is open to all ICANN community members, and will offer live interpretation in English, French, and Spanish.

GNSO: DNS Abuse Mitigation PDP 1

During the first day of the ICANN86 Public Meeting in Seville, Spain, two of four DNS Abuse Mitigation Policy Development Process (PDP) 1 working sessions, GNSO: DNS Abuse Mitigation PDP 1 and 2, will be held. 


Following its kick-off meeting at ICANN85 in Mumbai, the PDP working group (WG) has begun deliberations working toward its Initial Report. The WG has worked to build consensus in answering its Charter Questions, and has progressed on the initial cluster of questions on initiating an associated domain check (Charter questions 1-6). As it continues (with the second cluster of questions on demonstrating compliance, Charter questions 7-9), the WG will conduct periodic reviews of human rights impact assessments and the global public interest checklist. At ICANN86, the WG will utilize time together in person (along with any virtual participants) to build consensus around answering its Charter questions.

At-Large Plenary 1: Universal Acceptance as a Policy Imperative: Bridging the Gap Between Technical Readiness and Real-World Adoption

This session will explore the gap between technical readiness and practical implementation, emphasizing why Universal Acceptance (UA) is not only a technical goal, but also a policy priority. It will examine how coordination among stakeholders can help translate standards into consistent deployment across software, platforms, and services. The session will bring together diverse stakeholder, regional, and community perspectives to support a constructive discussion on the policy and implementation dimensions of UA.


Some objectives include discussing the role of policy and governance in accelerating UA deployment and highlighting the impact of UA on end users, especially in underserved linguistic communities.

DNSSEC and Security Workshop

The Domain Name System Security Extensions (DNSSEC) and Security workshop is a technical forum hosted by SSAC to share experiences and best practices related to the deployment and management of DNSSEC and other Domain Name System security-related topics. The workshop aims to disseminate information gathered by security practitioners regarding operational practices, encountered challenges, security factors, and management strategies.


Past workshops have included presentations on best practices and lessons learned from large-scale DNSSEC deployments, updates on Internet Engineering Task Force work, and discussions of forward-looking matters such as the future transition of DNSSEC algorithms using post-quantum cryptography (PQC).

GNSO: SCCI Work Session

At ICANN86, the Standing Committee on Continuous Improvement (SCCI) will hold a working session to continue its work on Phase 1 of the Continuous Improvement Plan (CIP). This includes stabilization of the CIP Assessment Framework in response to each SG/C feedback, development of the Assessment Plan, and identification of the appropriate data sources and methods for each Indicator. Please consider following the SCCI working session in Seville to monitor progress on its work on CIP.

Honoring the Life and Legacy of Alan Barrett

Alan Barrett, former ICANN Board member.

The ICANN Board of Directors invites the community to join a special gathering to honor the life and legacy of ICANN Board Member Alan Barrett, who passed away on 28 May 2026. The session will take place on Wednesday, 10 June, 13:30–14:30 CEST (11:30 UTC).


The gathering will provide an opportunity for attendees to share stories and memories of Alan and reflect on his lasting impact on the Internet ecosystem. Learn more about the session and participation options, including remote attendance, on the ICANN86 session page (In Memoriam: Alan Barrett). 


Alan was widely respected for his contributions to the development of the Internet in Africa and around the world. His work included helping to establish the first Internet connection for South African universities and the .co.za zone, as well as playing a critical role in the formation of the African Network Information Centre.

EMEA FOCUS

Sofia Hosts Internet Measurement Day 2026

Internet Measurement Day (IMD) returns to Sofia, Bulgaria, on 18 June 2026, bringing together technical experts, researchers, regulators, and Internet stakeholders for a full day focused on understanding and improving how the Internet operates across the region. Hosted by the Technical University of Sofia with the Internet Society as institutional partner, the free event is part of a broader initiative led by the Réseaux IP Européens Network Coordination Centre (RIPE NCC) and the Internet Corporation for Assigned Names and Numbers (ICANN) to promote Internet measurement and operational best practices across the RIPE NCC service region.


Sessions throughout the day will explore tools and technologies including RIPE Atlas, Routing Information Service, Resource Public Key Infrastructure, RIPEstat, and ICANN’s Domain Metrica research. Speakers from ICANN, the RIPE NCC, and the Internet Society will also discuss Internet resilience, Domain Name System operations, routing analysis, and opportunities for academic and industry engagement through fellowships and training programs.

MEET THE EMEA COMMUNITY

Nacho Amadoz

Spain

EMEA Profile recipient Nacho Amadoz from Spain.

Nacho Amadoz represents the Registries Stakeholder Group (RySG) on the Generic Names Supporting Organization Council and the interests of community and geographic top-level domains (gTLDs) as chair of the GeoTLD Group. As an attorney specializing in information technology law, Nacho serves as general counsel and policy director for Fundació puntCAT (the registry operator for .cat), and is a consultant with the CORE Association. 


Nacho became involved with ICANN because he wanted to help protect and promote cultural and linguistic diversity on the Internet. He has been active in the community since 2006, shortly after the delegation of the .cat top-level domain (TLD), which represents the Catalonian language and culture in Spain. 


Because .cat was the first TLD designed specifically for a linguistic community, Nacho realized that participating in ICANN’s policymaking was the only way to ensure that the global Internet is and remains respectful of local identities.


Nacho has participated in almost every ICANN Public Meeting over the last 20 years. He is active in discussions about the 2026 Round of new gTLDs and Domain Name System Abuse, and participates in these sessions as a representative of cultural and linguistic TLDs. 

MEET THE ICANN86 FELLOWS

Salavat Ormoshev

Kyrgyz Republic

ICANN86 Fellowship Program participant Salavat Ormoshev.

Salavat Ormoshev serves as the Executive Director of the Association of Telecom Operators of the Kyrgyz Republic. With a strong focus on telecommunications policy, regulatory development, and cybersecurity, Ormoshev also works as the National Coordinator of the Kyrgyz Internet Governance Forum (IGF).


He first became involved in Internet governance through regional platforms like the Central Asia Peering and Interconnection Forum (CAPIF) and the IGF, where he played a key role in hosting CAPIF-3 in Bishkek. Within the ICANN community, Ormoshev actively engages with the Generic Names Supporting Organization and the Country Code Names Supporting Organization to bridge global policy processes with Central Asian regional perspectives.


His first ICANN experience was as a fellow at ICANN84, and he is honored to return as a fellow for ICANN86. He encourages the community to embrace the multistakeholder model as a vital tool for inclusive and transparent decision-making.

Hümay Zehra Özer

Switzerland

ICANN86 NextGen Program participant Hümay Zehra Özer.

Building on her background in mathematics and computer engineering, Hümay Zehra Özer is currently pursuing a graduate degree in statistics and data science at the University of Bern. Her interest in ICANN was piqued by curiosity about how the Domain Name System is governed globally and how collaborative processes help maintain the Internet’s infrastructure. Özer wants to learn how technical systems are shaped not only by engineering principles, but also by global coordination and decision-making.


By participating in ICANN86, she hopes to gain a better understanding of how the multistakeholder model works in practice, and explore how statistical analysis can support informed decision making in large-scale systems. She is also interested in how statistical approaches can help strengthen system resilience.
