The 2025 Maryland Legislative Session ended late on Monday, April 7. By all accounts, this was a difficult session. Leaders in the General Assembly and the Moore Administration had to manage a budget deficit of over $3 billion and navigate changes at the federal level. A budget package was ultimately decided on that provided $2 million in spending reductions and $1.6 billion in new revenues. Behavioral health priorities were largely maintained in this package.
BHSB thanks our partners and champions in the General Assembly for making the difficult decisions necessary to balance the budget, while maintaining behavioral health and other critical priorities. Some 2025 budgetary and legislative successes include:
- Allocating almost $25 million in special funds to the 988 Trust Fund
- Maintaining $5 million in annual funding for the Behavioral Health Crisis Response Grant Program
- Maintaining current Medicaid eligibility, services, and reimbursement rates
- Passing numerous bills to improve transparency and reporting across the public behavioral health system
