JANUARY 2023

This newsletter provides the latest updates from the World Bank's Trust Fund Enhancing Access to Benefits while Lowering Emissions (EnABLE), and related social inclusion work with other World Bank funds including Scaling Climate Action by Lowering Emissions (SCALE) and the Forest Carbon Partnership Facility (FCPF).

This issue includes recent highlights from October to December 2022, as well as details of upcoming publications and events.

SPOTLIGHT

EnABLE was presented jointly with the Scaling Climate Action by Lowering Emissions (SCALE) facility at COP27, by the World Bank President, David Malpass, on November 8, 2022.
At the Biodiversity COP in December, Germany announced EUR 85 million support to boost the role of Indigenous Peoples and local communities in nature conservation, with part of this funding allocated to EnABLE.
A Train-the-Trainer course took place on October 10-14 for potential EnABLE country programming implementers. The course provided training to civil society organizations on essential skills and expertise that implementing agencies need to acquire to implement the World Bank grants. Supporting further development of these skills at the local level is a prerequisite for direct access of EnABLE programs.

On October 17 the observers to the FCPF Readiness Fund had a face-to-face meeting in Washington DC, prior to the FCPF PC/PA meeting. The meeting covered the latest progress of the EnABLE fund. Stakeholders of EnABLE were able to ask questions and share their views and ideas for the fund and its country programming.
The third webinar on the Social Inclusion Knowledge Series was held on December 7. Reaching over 150 attendees, the webinar presented the social inclusion framework, and discussed the four dimensions of social inclusion identified in the framework among panelists and participants.

PROGRAMMING: SUMMARY OF PROGRESS

There are currently 9 countries with ongoing EnABLE knowledge and capacity building programming. Check out the EnABLE webpage for more information and resources about fund activities and emission reductions programs in each country.

Knowledge and Capacity Building (KCB) programming has yet to commence in Côte d'Ivoire, Dominican Republic, Chili, Fiji, the Democratic Republic of Congo, and the Republic of Congo.

SCALE & EnABLE presented jointly at COP27

World Bank President David Malpass presented both EnABLE and the SCALE partnership at COP27 on November 8, 2022. More details can be found here.

Germany commits EUR85 million to boost the role of Indigenous Peoples and local communities

At the 15th Conference of the Parties to the Convention on Biological Diversity (CDB COP15), the German Environment Minister and German Development Minister committed EUR85 million in new funding to boost the role of IPLCs. Part of this funding will be allocated to the EnABLE Fund. More details can be found on the BMZ website (external).

Ghana receives climate change grants

An EnABLE grant of USD3 million was approved for Ghana to build the capacity of local communities affected by climate change. The Ghanaian president, Nana Addo Dankwa Akufo-Addo, announced the new program at COP27.

Training-of-Trainers on fundamentals of project management, 10-14 October, Vienna, Austria

On October 10–14, 2022, a Training-of-Trainers on the Fundamentals of Project Management course, organized by EnABLE, was delivered to IPOs and CSOs. A total of 35 participants from eight countries participated in the training.

Visual resources to reach forest-dependent communities

In Nepal, the EnABLE team is producing a series of visual resources aimed at expanding knowledge of climate change, the role of forests in reducing carbon emissions, and the concept of climate financing among forest-dependent Indigenous Peoples and local communities (IPLC) stakeholders. To date, two key visual products have been finalized.

These products are in response to a key priority of the EnABLE initiative in Nepal: to ensure adequate awareness and understanding of the ER program among target beneficiaries.

Multistakeholder workshops on EnABLE in Indonesia

A full-day workshop on EnABLE in Indonesia was held in Jakarta on December 8, 2022. After initial preparation work undertaken in 2022, a recipient-executed country program, valued at USD3 million, is currently being prepared.

Social inclusion framework note workshops in Ghana and Guatemala

As part of the work to develop a Social Inclusion Framework Note that can help guide social inclusion efforts in results-based climate finance (RBCF), EnABLE contracted the Center for International Forestry Research (CIFOR) to develop a social inclusion baseline methodology. The aim of this work is to offer a means for understanding the level of social inclusion in a specific context and how it changes over time as a result of EnABLE interventions.

Asia & Pacific Conference on Customary and Forest Area Tenure, Vientiane, Lao PDR, 14-18 November

On November 14-17, 2022, the Government of Lao PDR, the World Bank, GIZ and the Forest Carbon Partnership Facility organized the Conference on Recognition of Customary Tenure in Vientiane. EnABLE manager Asyl Undeland presented the EnABLE fund to the participants.

Consultations and stakeholder updates

The EnABLE Secretariat hosted the FCPF Indigenous Peoples, civil society organization, and gender observers for consultations. The session allowed the Secretariat to respond to queries on the general set-up of the fund, present recent developments, and update the observers on country programming endorsed by the Steering Committee.

Webinar - Towards Transformative Approaches: Social Inclusion in Climate Finance

On Wednesday, 7 December the EnABLE Secretariat hosted the third webinar in the Social Inclusion Knowledge Series. After previously exploring collective land tenure (recording) and gender equity in land and forest tenure (recording), this session focused on the upcoming EnABLE social inclusion framework being developed in collaboration with CIFOR.
